File Note: The project proponent was granted Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide CTOW/Varied/SAS/2022/18519054 dated 12.06.2022, valid till 31.03.2024 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2022/18518717 dated 31.05.2022, valid till 31.03.2024 for manufacturing of Automobile Diesel Engines and their parts @ 1,50,000 Number/year with suitable conditions. Now, the project proponent has applied renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Automobile Diesel Engines and their parts @ 1,50,000 Number/year along with requisite documents. The project proponent has submitted CA Certificate with the value of fixed assets of Rs. 227.29 crore on 29.02.2024. The project proponent has intimated that the reduction in fixed asset cost from 268.33 cr. to 227.29 cr. due to the disposal of plant and machinery which had become old and infructuous as reply submitted by the project proponent. Earlier, the project proponent has deposited Rs. 5,64,500/- vide UTR no. HDFCR52022041561416813 dated 15.04.2022 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 5,64,000/- vide UTR no. HDFCR52022041561422667 dated 15.04.2022 under Air (Prevention & Control of Pollution) Act, 1981. Due to clerical mistake, the fee was mentioned till 30.04.2024 in pervious application. Now, recalculate the consent fees, which found that the fee is adequate upto 31.03.2027 under both acts. The effluent samples from the outlet of ETP and STP were collected by Board on 19.01.2024 and the results are nder: Outlet of STP pH – 7.9, TSS – 28 mg/l, TDS – 937 mg/l, BOD – 30 mg/l, COD – 104 mg/l & Oil and Grease – BDL Outlet of ETP pH – 7.2, Phosphate – 1 mg/l, TSS – 58 mg/l, TDS – 2020 mg/l, BOD – 42 mg/l, COD – 173 mg/l, Chloride – 47 mg/l, Iron – 4.1 mg/l, & Oil and Grease – BDL The results are within prescribed limit of the Board. The project proponent has submitted compliance report of the previous Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 granted to it. The site was visited by the undersigned on 04.04.2024 and during visit it was observed as under: 1. The industry is engaged in the business of manufacturing of Automobiles Diesel Engines and their parts. 2. The industry has installed 3 no. DG sets (1 X 1000 KVA and 2 X 1010 KVA) with canopy and stack of adequate height. 3. The industry has installed ETP of 30 KLD capacity which was in operation. The industry has installed EMF meter at the outlet of ETP and the reading of the same was 4177 m3. The reading of energy meter installed at ETP was 4997 Kwh. The industry has provided 4 no. sludge drying beds. The waste-water is generated from testing of engines section, machining section and washing machines. The industry is maintaining record of operation of ETP. Further, the quantity of waste-water received from machining and washing machines is being carried in a mobile trolley and disposed into ETP alongwith wastewater generated from testing of engine section through a common line. The treated waste-water is being used for plantation purpose in green area of 5.11 acres. 4. The industry has also installed induction electric heater in the assembly section for heating the gear before assembling. The heater is provided with hood and stack of adequate height. 5. The STP was in operation during the visit and treated water is used for plantation in an area of 5.11 acres. 6. The industry has installed one no. bore-well for fresh water supply. 7. The industry has installed 6 new structure of testing of engines using eddy current dynamometer having electronic control and the representative informed that eddy current dynamometer having mechanical control will be replaced once eddy current dynamometer having electronic control come into operation. The industry has shifted the dynamometer from existing room type structures to newly constructed 5 no. engine testing beds. All the 5 engine testing beds (electronic control) and 17 engine testing beds (Mechanical control) are provided with 3 no. common stacks of adequate height having ID fan. 8. The site of the industry is located in industrial area phase 9, Mohali. In view of the above, it is recommended that the renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.03.2027 with suitable conditions. *Competency – Worthy Chairman Deemed Approved – (29.04.2024)
