File Note: It is submitted that earlier, the HCF was granted fresh authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Fresh/BAR/2024/24431872 dated 22/01/2024 valid upto 31/03/2024 for capacity of 30 beds. Now, the HCF has applied for obtaining consent to operate under the Water Act, 1974 and the Air Act, 1981 along with requisite documents for 50 beds capacity. The HCF has deposited consent fee of Rs. 12,000/- vide no. 169929206 dated 05.04.2024 under the Water Act, 1974 and Rs. 12,000/- vide no. 233312083 dated 05.04.2024 under the Air Act, 1981. The fee deposited by the HCF is adequate upto 15.11.2029. The brief detail of the case applied by the healthcare facility is as under:- 1. The HCF has made an agreement with M/s Meridian Milieu Care Pvt. Ltd., Village Bir Pind, Tehsil Nakodar, Distt. Jalandhar which is valid upto 26/03/2027 for 50 bed capacity. 2. The HCF has submitted copy of manifests of lifting of waste by CBWTF operators. 3. The HCF has submitted approved building plan digital signed by EO, Sunil Dutt Verma. 4. The HCF has also submitted location plan. 5. The HCF has submitted electricity bill as the proof of date of commissioning, wherein date of connection is mentioned as 16.11.2023. 6. As per feasibility report the HCF has installed the STP-cum-ETP of capacity 10 KLD. Accordingly, the HCF was visited by the undersigned on 03/04/2024 and during visit, it was observed as under: 1) The HCF now has provided 50 beds and was found in operation. 2) The record of bio-medical waste lifting manifest is being maintained. 3) Needle Shredder have been provided on necessary points. 4) Color coded containers are provided for storage of bio medical waste. 5) Segregation of bio medical waste is being done properly. 6) The bio medical waste is being lifted regularly by CBWTF. 7) Non-chlorinated bags are used for storage of bio medical waste. 8) Bar code stickers are used for color coded bags. 9) The HCE has provided bio medical waste storage room for storage of biomedical waste. 10) The HCE has stored expired medicines separately in yellow bag. 11) The HCF has provided the ETP-cum-STP before the treatment of its liquid waste before discharging into MC sewer. Same was found operational. The HCF has submitted treated effluent sampling report as per which samples are within permissible limits. The HCF is found complying with the provisions of BMW Rules, 2016, the Water Act, 1974 and the Air Act, 1981. As per record of this office, no action is pending against the health care facility. Keeping in view of above, if approved, the HCF may be granted consent to operate upto 31.03.2029 for 50 beds under the Water Act, 1974 and the Air Act, 1981 with suitable conditions and with special conditions that: 1. This consent is valid for 50 Beds only. HCF will apply for CTO/CTE if it increases its bed capacity. 2. The HCF will comply with the provisions of the BMW Rules, 2016, the Water Act, 1974 and the Air Act, 1981 in true letter & spirit. 3. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same. 4. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 5. The HCF will maintain proper record of generation and lifting of bio-medical waste. 6. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 7. The HCF shall obtain other statutory approvals required from other departments, if any. 8. The HCF shall operate its STP-cum-ETP properly and adequately to achieve the prescribed standards.
