File Note: It is submitted that the hospital was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Renewal/PTA/2023/24211708dated 28/11/2023, valid upto 31/12/2023 for discharge of domestic effluent @ 11.5 KLD into sewer and under the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2023/24211668 dated 28/11/2023, both are valid upto31.12.2023 for the operation of D.G. set of 125 KVA capacity with subject to certain conditions as mentioned therein and special condition that the hospital shall install and operate its ETP-cum-STP within one month and submit compliance. Now, the hospital has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for 45 bedded hospital alongwith requisite documents for discharge of domestic effluent @ 11.5 KLD into mc sewer connected with terminal STP tank and under the Air (Prevention & Control of Pollution) Act, 1981 for the operation of D.G. set of 125 KVA capacity along with requisite documents. The hospital has submitted that have started civil work installation of ETP cum STP of 25 KLD according to work order taken from M/s Paryavaran Consultancy Srvices, 1757/18, Hira Bagh, Jagraon, Distt. Ludhiana according to work order/pert chart they will complete all work of installation of ETP cum STP within 3 months i.e. by 15.06.2024. (Work order/PERT chart attached online). The hospital has submitted feasibility report of the 25 KLD ETP which is to be installed. As per the report the ETP is based on MBBS Technology followed by filtration. The hospital had already deposited Rs. 8000/- vide online receipt no. 256319831 dated 08.06.2023 as water consent fee and Rs. 8000/- vide online receipt no. 2586416 dated 08.06.2023 as Air consent fee under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 31.03.2028. The HCF has entered into an agreement with M/s Rainbow Environment Pvt. Ltd. dated 11.01.2023, Mohali for generation, collection, storage and disposal of bio-medical waste generated, which is valid upto 10.01.2026 for 45 bedded. As per the Board’s office order no. 379 dated 27.10.2023 it has been decided that HCFs up to 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant (STPs) have been installed, shall be granted consents to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by PPCB without installation of individual ETP, as an interim arrangement, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the MoEF&CC under BMW Rules, 2016 as amended upto the date and subsequent amendments if any. In this case, the hospital is a 45 bedded hospital and it has submitted that they have started the process of installing STP-cum-ETP which will be completed within 3 months i.e. by 15.06.2024 and requested to grant Consents. It is pertinent to mention here that the Board vide office order no. 329 dated 14.09.2023 in suppression of Board’s office order no. 443 dated 09.08.2021 has decided to facilitate the entrepreneurs with auto generated of renewal of consent to establish/ operate /authorization of any category of small scale industries / projects / Health Care Facilities (upto 50 beds) and hazardous waste generating industries on the basis of self-declaration by these entrepreneurs and shall be without any inspection / physical verification by the officers of the PPCB. The hospital has submitted self declaration in this regard. The hospital is submitted compliance to the conditions of consents granted to it under the Water Act, 1974 and the Air Act, 1981. In view of the above mentioned facts, if approved, Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 30.06.2024 subject to suitable conditions and the following additional conditions: - 1. The hospital shall install and operate its ETP-cum-STP within 3 months and submit compliance. 2. The hospital shall also comply with the Bio-Medical Waste (Management & Handling) Rules, 2016 as amended from time to time, all the times in true letter and sprits. 3. The hospital shall conform to the effluent standards laid down in Schedule-VI of the Environment (Protection) Rules 1986. 6. The hospital shall not carry out any expansion/ modernization/ change in process/ product/ Raw material/ category without obtaining prior permission of the Board. 7. In case the hospital is found that it has submitted any wrong/ partial/ forged information/ document or any false affirmation, it shall be liable for action as deemed fit by the Board under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
