The report of EE RO Patiala has been examined and observed as under: -
1. The industry was asked not to make any dilution of high TDS water with its treated domestic effluent and to make arrangements for its treatment separately. However, as per the effluent samples carried out by the Board's on 18.01.2024, the concentration of parameter TDS at the outlet of STP was 1089 mg/ltr and at the combined outlet (RO reject + STP) leading to plantation, the value of TDS is 1996 mg/ltr, which clearly indicates that the industry is still discharging its RO reject alongwith STP water i.e. not complying with the decision of the hearing. Moreover, as per the report of Regional Office, no separate treatment arrangement has been provided to treat RO reject / high TDS water by the industry so far.
2. The industry has not submitted any action plan for installation / execution of captive HCL recovery plant so far.
From the above, it is clear that the industry has yet not complied with the decisions of the personal hearing given to it by the Chairman of the Board on 06.09.2023.
As such, it is recommended that show cause notice for refusal of the renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 may be issued alongwith an opportunity of personal hearing before Worthy Chairman of the Board.
