It is submitted that the industry is a large-scale red category unit. Earlier, the industry was granted consent to operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/SAS/2023/22457459 dated 17.08.2023 valid upto 16.02.2024 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2023/22457445 dated 11.08.2023 valid upto 31.03.2026 for manufacturing of bus bodies @ 10 Nos/day and cargo bodies/tipper @ 25 nos/day with subject to suitable conditions and additional conditions mentioned therein.
Now, the project proponent is not manufacturing cargo bodies/tippers and has applied for obtaining varied consent to operate under Water (Prevention & control of Pollution) Act, 1974 for manufacturing of bus bodies @ 10 Nos/day alongwith requisite documents and fee.
As per the record file, the industry has already deposited Rs. 25,200/- vide online R. no. 182507103 dated 21.06.2023 under the Water Act, 1974, which is adequate upto 31.01.2027 against the total cost of fixed assets is Rs. 4055.88 lakh.
The industry was visited by the undersigned on 05.04.2024 and it was observed as under:
1. The unit is engaged in manufacturing of bus and cargo bodies and was in operation during visit.
2. The industry has installed one tubewell in its premises and flow meter has been provided with the same.
3. The industry has installed ETP for treatment of trade effluent being generated from various processors such as service station, caustic wash section etc. The industry has upgraded its ETP as advised during the previous visit.
4. Further, the industry has also installed an STP for treatment of domestic effluent being generated from the unit. Both ETP and STP were in operation during the visit and as per record, about 10 KLD of effluent is treated daily in the ETP and STP installed by the industry.
5. The industry has submitted effluent analysis results from NABL lab collected on dated 27.10.2023 and the results are as under: -
pH= 7.25, TSS mg/l= 28, TDS mg/l = 812, BOD mg/l = 14, COD mg/l = 90, O&G mg/l = 2.2
As per analysis results all the parameters are within the prescribed limits of the Board.
6. The industry has maintained plantation area as per Karnal Technology in 1 acre area.
7. The industry has provided canopy and adequate stack height on both DG set as advised previous visit.
The industry is now complying with the observations of earlier and has also obtained authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, which is valid upto 02.10.2024.
In view of above, it is recommended that the consent to operate under Water (Prevention & control of Pollution) Act, 1974 may be granted for one year with subject to suitable conditions and special condition that: -
1. The industry will operate its ETP and STP adequately and efficiently and will maintain daily record regarding operation of the same.
2. The industry shall submit analysis results from Board’s lab within one month.
3. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
4. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
5. The Consent is being issued to the industry based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
6. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
