It is submitted that the subject cited industry is a small scale Orange category unit and applied for obtaining fresh consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents.
The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 406.0 Lacs as on 31/12/2023 as per CA Certificate dated 12/03/2024, which is adequate upto 30/06/2028 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting penalty charges 300 % and NOC Regularization fee.
The industry was visited by the undersigned on 03.04.2024 and it was observed as under:
1. The industry was in operation.
2. The industry is engaged in manufacturing of Bicycle Fork & Frame @ 500 No.s/day by using raw material as Bicycle Fork & Frame @ 500 No.s/day, Paint @ 20 ltr/day and Powder @ 15 Kgs/day.
3. The manufacturing process of the industry is as Raw Material (Bicycle Fork & Frame from Out Side) - Paint/Powder Coating - Baking Oven – Packing – Dispatch.
4. It has installed 2 no. Paint booths with inbuilt water curtains as APCD and same were in operation during visit.
5. It has installed 1 no. powder coating booths with cyclone separator as APCD.
6. It has also installed 1 no. LPG based baking oven.
7. There is no generation of trade effluent and domestic effluent generated by the industry is discharged into sewer.
8. The industry has installed 1 no. DG set of capacity 250 KVA equipped with canopy adequate stack height.
9. The industry is falls under industrial focal point as per Master Plan, Ludhiana.
10. The industry has submitted building plan approved on 28.03.2024 prepared by Sh. Lokinder Bansal approved Architect from Director of Factories, Punjab.
In the subject cited case, the industry has mentioned ground water extraction @ 1.2 KLD. Considering 25 working days per month, ground water extraction will be 30 KL/month, which is less than 300 KL/month.
It is therefore recommended that 'Consent to operate' under the d Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/06/2028 with suitable conditions as per policy of the Board.
