File Note: It is submitted that the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/LDH1/2022/18171075 dated 28/03/2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH1/2022/18172600 dated 28/03/2022 both valid upto 31/03/2024 for manufacturing of Auto components & Non-Auto Components (Crank shaft, axle arm & beam, Differential Case etc.) @ 38000 MT/year with special conditions as under: 1. The industry will not generate any trade effluent from manufacturing process without obtaining permission of the Board and this consent is granted for only dry process. 2. The industry will not commission its phosphating and painting section without obtaining NOC of the board. 3. The industry will do its proposed expansion only after obtaining NOC from the Board Now, the industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents and compliance of special conditions as under: 1. Presently industry is not generating any trade effluent and will obtain permission of the Board before starting any wet process. 2. The industry has installed Paint and phosphating shop but the section is not operational. The industry will take appropriate steps to comply and will apply for NOC before commissioning. 3. The industry agrees to apply for NOC from Board before doing proposed expansion The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 51912.402 Lacs as on 31/01/2024 as per CA Certificate dated 21/02/2024, which is adequate upto 31/03/2026 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting NOC regularization fee. It has submitted complete detail of increase in its fixed assets. From which, it is clear that there is no increase in production capacity as well as pollution load. The industry was visited by the undersigned alongwith Environmental Engineer on 19.02.2024 and it was observed as under: 1. The industry was in operation during visit and was engaged in the process of manufacturing of auto components. 2. The industry has installed a forging press of capacity 14000 Ton with billet heaters and same was found in operation. 3. The industry has installed a forging press of capacity 8000 MT with billet heaters same was in operation during visit. 4. The industry has installed 2 no. shot blast machines with inbuilt bag houses as APCDs based on new technology for exhaust air. 5. The industry has installed one LPG/electrical operated tempering and Harding furnace with adequate hood and stack. 6. The industry has also installed one automatic phosphating and painting section. However, this section is not commissioned yet. The submitted that this section is the part of proposed expansion project and industry has proposed separate ETP for this section in proposed expansion. The industry submitted that the industry is applying separate application for the same. The industry is constructing in its expansion project. 7. The industry has installed 3 no. DG sets of capacities 500, 125 and 40 KVA, equipped with canopies and adequate stack heights. 8. Presently there is no generation of trade effluent and for treatment of domestic effluent the industry has installed two STP's of capacity 100 KLD & 50 KLD. Both the STP's are based on MBBR Technology. During visit STP of capacity 100 KLD and 50 KLD were in operation and effluent samples from the outlet of both STPs were collected during visit and as per the analysis reports, results are within limit as mentioned at point no. 9 & 10. 9. As per analysis report from Board’s lab for sample collected from outlet of STP of capacity 100 KLD on 19.02.2024, in which, pH is reported as 7.3 against prescribed standard of 5.5-9.0, TSS as 32 mg/ltr against prescribed standard of 200 mg/ltr, TDS as 606 mg/ltr against prescribed standard of 2100 mg/ltr, COD as 112 mg/ltr against prescribed standard of 250 mg/ltr, BOD as 23 mg/ltr against prescribed standard of 100 mg/ltr, O&G is BDL against prescribed standard of 10 mg/ltr. All the parameters are within the prescribed standards laid down by the Board. 10. As per analysis report from Board’s lab for sample collected from outlet of STP of capacity 50 KLD on 19.02.2024, in which, pH is reported as 7.4 against prescribed standard of 5.5-9.0, TSS as 50 mg/ltr against prescribed standard of 200 mg/ltr, TDS as 1119 mg/ltr against prescribed standard of 2100 mg/ltr, COD as 148 mg/ltr against prescribed standard of 250 mg/ltr, BOD as 32 mg/ltr against prescribed standard of 100 mg/ltr, O&G is BDL against prescribed standard of 10 mg/ltr. All the parameters are within the prescribed standards laid down by the Board. 11. The industry has provided 2.2 Acres Land for disposal of treated domestic effluent. In the subject cited case, the industry has mentioned ground water extraction @ 230 KLD. Considering 25 working days per month, ground water extraction will be 5750 KL/month, which is more than 300 KL/month. The industry has applied for obtaining PWRDA permission for ground water extraction on 28.11.2023. It is therefore recommended that 'Consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 may be renewed upto 31/03/2026 with suitable conditions as per policy of the Board.
