It is submitted that earlier, the hospital was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/ASR/2018/7925878 dated 20/07/2018 up to dated 30/09/2023 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/ASR/2018/7926046 dated 20/07/2018 up to dated 30/09/2023 for 25 authorized beds.
Now the HCF has applied for obtaining renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (for hospital @ 25 beds) along with Request Letter, Compliance report of consents granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, Copy of BMW Authorization, Site Plan, Agreement made with CBWTF valid up to 19/04/2024 and Annual Report.
The hospital has deposited Rs. 5,000/- vide UTR/Ref. No. 001243318202 dtd 02/02/2024 under Water Act, 1974, and Rs. 5,000/- vide UTR/Reference No. 001243318662 dtd 02/02/2024 under Water Act, 1974 and Rs. 500/- vide UTR No. 001317671339 dated 19/03/2024 as application form fee, which is adequate up to 30/09/2028.
The hospital has submitted a receipt issued from Municipal Corporation, Amritsar regarding sewerage charges which shows that the sewer of the hospital is attached with the sewer of MC, Amritsar. Further MC, Amritsar has installed sewerage treatment plant for treatment of domestic effluent of the city.
Further, the hospital has already granted Authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/ASR/2022/18487586 dated 12/05/2022, which is valid up to 31/03/2027.
It is pertinent to mention here that Board issued order vide no. CEE(HQ)F.No. 957/2016/59 dated 2/2/2016 regarding to grant of auto renewal consent to establish/consent to operate to the Orange & Green category industries. Now in continuation to above orders Board has issued fresh orders vide no. 329 dated 14/9/2023 regarding to Auto generation of renewal of consent to establish / operate / Authorization of any category of Small-Scale industries / projects / Health Care Facilities (up to 50 beds) and Hazardous Waste generating industries.
The hospital is having bed capacity of 25 beds and competency to decide the case lies with Environmental Engineer.
Keeping in view of above, it is recommended that the renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed to the hospital up to 30/09/2028 with suitable terms & conditions along with special conditions that :-
1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01month.
2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.
3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board. |
