It is intimated that the industry is small scale green category unit. The industry has applied for NOC for under Water Act, 1974 & Air Act, 1981 alongwith requisite documents for manufacturing of product SHEET METAL PARTS/ASSEMBLY by using HRCR SHEET. The industry has deposited Rs. 2800/- vide UTR no. 208654373 dated 05.04.2024 against the project cost of Rs. 19.44 Lacs which is adequate for one year.
On perusal of the project report submitted by the industry, the project proponent has submitted following proposals :-
1. The industry has porposed to install only non polluting machinery in its premises.
The industry has also proposed to install 2 no. D.G sets of capacity 250 KVA & 125 KVA.
2. The Domestic effluent shall be discharged onto land for plantation through septic tank.
Accordingly, the site of the project was visited by the AEE of this office on 03.04.2024 and it was observed that :-
1. The boundary wall has been completed.
2. Construction of shed has also been completed.
3. Machinery is arriving at site.
Applicability of 1st schedule of Factory Act, 1948 & EIA notification dated 14.09.2006 :-
• The industry does not attract the provisions of EIA notification dated 14.09.2006, as such, the industry is not required to obtain environmental clearance under the EIA notification dated 14.09.2006.
• The Govt. of Punjab, Department of Labour (Directorate of Factories Wing) vide Endst. No. 7346-59 dated 27.08.2013 has decided that the factories located/ to be set up in the designated/approved areas such as Industrial Area/ Industrial Estate/ Industrial Focal Point/ Approved Industrial Park/ Industrial Zone of the Master Plan/ Draft Master Plan are exempted for clearance of site from SCA-cum-SAC. The industry is located in designated industrial zone i.e Industrial area –C.
Keeping in view of above, it is recommended that :-
A The project proponent may be granted Consent to establish (NOC) under the provisions of the Water Act, 1974 & the Air Act, 1981 may be granted for one year with appropriate conditions, please.
