It is submitted that the HCF was granted authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/SGR/2021/17063394 dated 29/11/2021, valid upto 31/03/2025 for 81 beds capacity, subject to certain conditions mentioned therein.
As per Rule 10 of the BMW Rules, 2016, every occupier of a Healthcare Facility is required to obtain' consent to Establish'/Operate of the Board under the Water Act, 1974 and the Air Act, 1981.
Now, the HCF has submitted application for obtaining consent to operate of the Board under the Water Act, 1974 & the Air Act, 1981 alongwith requisite documents for 125 beds capacity.
To verify the facts, the HCF was visited by AEE of this office on 5.4.2024 and it was observed as under: -
1. The HCF is 81 bedded hospital.
2. The HCF has installed ETP for treatment of effluent.
3. The HCF has provided Five no. DG set of capacity ( two of 325 KVA, two of 125 KVA and one of 250 KVA) equipped with canopies & stack of adequate heights.
4. The HCF has submitted copy of an agreement with common facility namely M/s Medicare Environmental Management Pvt. Ltd., Ludhiana, authorized by the Board, which has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital.
5. As per Board's letter no. EPA/2017/No. 5261-86 dated 15/12/2017,the competency to decide consent cases under the Water Act, 1974 & the Air Act, 1981 upto 200 bedded healthcare facility lies with Senior Environmental Engineer, Regional Office.
As , the HCF is complying under the provisions of the Water Act, 1974 and the Air Act, 1981, it is therefore recommended that consent to operate Water Act, 1974 and under the Air Act, 1981 may be issued to the HCF up to 31.12.2025 Subjected to certain conditions mentioned therein & special condition that the HCF shall get analysed its trade effluent samples from Board's lab within 1 month.
