Subject: Proceedings of the personal hearing given by the Senior Environmental Engineer, Zonal Office-2, Patiala of the Board for refusal of ‘Consent to Establish’ (NOC) applied under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to M/s LA Grandeur Hotel and Restaurant, Village Ambey Majra, Tehsil Amloh, Mandi Gobindgarh on 28/03/2024.

Environmental Engineer, Zonal Office-II, Patiala brought out that the project proponent is small scale orange category unit applied for consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with requisite documents through OCMMS for capacity of 30 no. (30 x 2) 60 Numbers/Day, Banquet Hall + Party Hall of capacity 260 Rooms/Day, Restaurant of Capacity 75 Numbers/Day and Staff 70 Numbers/Day.
While processing the case, following observations have been made:
1. The project proponent is required to clarify total no. of rooms and guests to be entertained including the no. of workers/ staff.
2. The project proponent is required to clarify the total discharge, its treatment, disposal alongwith its plantation area and type of plantation.
3. The quantity of solid waste generation and its disposal.
4. Air pollution arrangements and fuel to be used.
5. Whether, there is any silent zone, where the noise has to be at minimum level.
The project proponent has failed to submit any satisfactory reply of the above said observations.
Accordingly, show cause notice for refusal of ‘Consent to Establish’ (NOC) applied under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 has been issued to the project proponent with an opportunity of personal hearing before the Sr. Environmental Engineer on 28/03/2024.
Accordingly, show cause notice for revocation/ cancellation of consents to operate granted under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was issued to the industry with an opportunity of personal hearing before the Sr. Environmental Engineer on 28/03/2024.
The Representative of the industry attended the personal hearing and submitted written reply, which was taken on record. He further stated that on an average, 18 rooms shall remain occupied with 36 guests. The eject number of functions to be held per annum shall be around 20-24 functions. Therefore, the actual generation of wastewater shall be quite less than the estimated wastewater generation @ 18.5 KLD. The project proponent shall make arrangements to utilize the treated wastewater in the toilets for the flushing purposes. The total green area shall be around 1100 Sq. yards. The solid waste to be generated shall be around 75 kg/day, which shall be lifted by the MC, Mandi Gobindgarh. He further requested to drop the notice and to issue the NOC.
After hearing the officer of the Board and representative of the industry, Senior Environmental Engineer, Zonal Office-II, Patiala decided that:
1. The NOC applied by the project proponent be granted for one year.
2. The project proponent shall provide dual plumbing arrangements to utilize the treated wastewater in flushing.
3. The project proponent shall develop adequate plantation, so as to utilize its excess of wastewater left after utilization in dual plumbing.
4. The project proponent shall comply with the Solid Waste Management Rules, 2016 in true letter & spirit. The project proponent shall install the bio-composter of adequate capacity, so as treat its waste.
If approved, the proceedings may be conveyed to the industry as well as Regional Office for ensuring compliance, please.
