Subject: Proceedings of the personal hearing given by the Senior Environmental Engineer, Zonal Office-2, Patiala of the Board for refusal of ‘Consent to Establish’ (NOC) applied under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to M/s Bansal Agrovets, Khadial Road, Sunam, Distt. Sangrur on 28/03/2024.

Environmental Engineer, Zonal Office-II, Patiala brought out that the industry has proposed to establish a small scale industrial unit for manufacturing of Roasted Pellet Feed by using Maize, Soya, Mustard Seed Cake, Sun Flower, DOC, Bazra, Lime stone & GNE, Cotton Seed Cake, Rice Polish, Salt, Molasses in land measuring 14 kanal (1.75 acre) located in the revenue estate of Village Biggarwal, Tehsil Sunam, Distt. Sangrur. Accordingly, it has app for obtaining NOC of the Board under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Roasted Pellet Feed @ 15 T/day by using Maize, Soya, Mustard Seed Cake, Sun Flower, DOC, Bazra, Lime stone & GNE, Cotton Seed Cake, Rice Polish, Salt, Molasses @ 15 T/day under orange category.
While processing the case, following observations have been made:
1. No plantation area and type of plantation has been clarified by the industry.
2. The industry has not submitted any adequate treatment/ disposal of boiler blow down.
3. The industry has proposed to treat the down by passing through septic tank, which is not feasible.
4. There is a mis-match in type of fuel and the boiler furnace.
5. No details for treatment of feed water to be used in boiler has been mentioned.
6. No proper method has been proposed to use the boiler ash for land filling.
Accordingly, show cause notice for refusal of ‘Consent to Establish’ (NOC) applied under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was issued to the industry with an opportunity of personal hearing before the Sr. Environmental Engineer on 28/03/2024.
The Representative of the industry did not submit any written reply during hearing and could not give any satisfactory reply to the observations made during the processing of the NOC application.
After hearing the officer of the Board and representative of the industry, Senior Environmental Engineer, Zonal Office-II, Patiala decided that:
1. The NOC application be revert back to the Regional Office, Sangrur, immediately.
2. Environmental Engineer, Regional Office, Sangrur shall get the observations of Zonal Office clarified, re-draft the agenda note and submit the application with clear cut recommendations for consideration of the Zonal Office within 7 days.
If approved, the proceedings may be conveyed to the industry as well as Regional Office for ensuring compliance, please.
