File Note:  The hospital was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 which are valid upto 30.09.2023 for 40 beds.  Now, the hospital has applied for obtaining varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 for 30 beds, detail of the same is as under:  The hospital has deposited consent fee Rs. 20000/- Vide UTR no. SDL105684665 Dated 27.05.2022 under Water Act 1974, Rs. 20000/- Vide UTR no. SDL105684824 Dated 27.05.2022 under Air Act, 1981, Rs. 2000/- Vide UTR no. SDL105684433 Dated 27.05.2022 under Air Act, 1981, adequate upto 30.06.2026. 1. The hospital has submitted MOU signed with M/s Meridian Milieu, Ltd, Bir Pind, Jalandhar for treatment and disposal of its Bio-Medical Waste valid upto 17.12.2026 for 30 beds. 2. The hospital has submitted self declaration, lifting slips and approved building plan with the application. 3. The hospital has submitted NOC issued by Additional Commissioner (T) Municipal Corporation, Jalandhar vide memo No. SE/SPL/8 dated 06.05.2014 regarding disposal of sewage water into M.C sewer.  The hospital was visited by officer of this office on 09.04.2024 and observed that: 1. The hospital is having 30 bed capacity during visit, 2. The hospital has provided color coded bins at various locations inside its premises. The segregation was found proper. 3. The hospital has provided final room with lock and key facility for storage of Bio-Medical Waste. 4. The hospital has provided needle shredder. 5. Bio-Medical Waste is being lifted by CBWTF and the HCF has maintained the record of the same as the HCF has submitted the manifest slips. From the record, it is clear that the HCF is regularly lifting its Bio-Medical waste lifted to CBWTF. 6. The HCF has Bio-Medical Waste is lifted by them except liquid waste and the liquid waste treated with Sodium Hypochlorite Solution. 7. The hospital has installed 1 no. DG set of capacity 1215 KVA with canopy and adequate stack height. 8. As per office order No. 379 dated 27.10.2023 by the Board it has been decided that HCFs up to 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPs, as an interim arrangement, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio Medical Waste (Management & Handling) Rules, 2016 upto date and subsequent amendment if any. 9. The HCF is complying with the conditions under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 Keeping in view of the above, it is recommended that the varied consent under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 30.06.2026 with usual conditions as per policy of the Board and with special condition that:- 1 This consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 is valid for 30 beds only. 2 The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 3 The HCF shall obtain other statutory approvals required from other departments, if any. 4 The HCF shall submit annual return of the calendar year before 31 June of every year. 5 The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board.
