It is submitted that the subject cited industry is a small scale unit under orange category and has applied for obtaining fresh 'consent to operate' under the Water Act, 1974 and Air Act, 1981 along-with requisite documents through OCMMS for manufacturing of Forgings goods @ 4 TPD using raw material as Round and Flat @ 4 TPD.
The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 44.64 Lacs as on 03/10/2023 as per CA certificate dated 03/10/2023, which is adequate upto 30/09/2026 under Water Act, 1974 and Air Act, 1981, under VDS scheme for the both Acts as per Board's Office Order dated 21/11/2022 after deducting NOC Regularization fee.
The industry was visited by the undersigned on 09.04.2024 and it was observed as under:
1. The industry was in operation.
2. The industry is engaged in manufacturing of Forgings goods @ 4 TPD by using raw material as Round and Flat @ 4 TPD.
3. The industry has installed 2 no. (1 no. oil fired heating furnace & 1 no. Gas fired heating furnace) of capacity 6 TPD each with adequate stack heights.
4. It has also installed 1 no. electric heating furnace of capacity 6 TPD.
5. Further, the industry has installed 6 no. power presses, 3 no. hammers of capacity 1 Ton each, VMC machines, etc.
6. There is no generation of trade effluent and domestic effluent is being discharged into sewer.
7. It has submitted building plans approved by Er. Sukhjeet Singh, Competent person under Factories Act, 1948.
The site of the industry falls in the Industrial Zone as per Master Plan of Ludhiana.
In the subject cited case, the industry has mentioned ground water extraction @ 1.0 KLD. Considering 25 working days per month, ground water extraction will be 25 KL/month, which is less than 300 KL/month.
It is therefore recommended that 'Consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/09/2026 with suitable conditions as per policy of the Board.
