It is submitted that the industry was given personal hearing before the Senior Environmental Engineer (ZP-1) on 03.04.2024 w.r.t show cause notice for refusal of the consent to establish (NOC) applied by the industry under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 issued vide Board's letter no. 107-08 dated 04/04/2024, wherein, it was decided as under:
1. The industry shall get its change in nature of business certificate from the Competent Authority and submit to the Board and till that not to carry out any activity within its premises.
2. Environmental Engineer, Regional Office, Patiala shall comment on the reply submitted by the industry, send its recommendations so as to decide the application, within 07 days.
3. Further action shall be taken after the report from the Regional Office, Patiala.
The reply submitted by the industry was perused. The industry is located in focal point, Patiala, which is designated for industrial purpose and the application of the industry may be considered.
If approved, SEE, ZO-1, Patiala be recommended that Consent to Establish (NOC) for one year may be granted to the plastic waste recycling unit subject to suitable conditions and following special conditions that:
a) The industry shall get its change in nature of business certificate from the Competent Authority and submit to the Board within 15 days and till then it shall not carry out any activity within its premises as per the compliance of the decisions of hearing.
b) The industry shall get its building plan approved from the Competent Authorities.
c) The industry shall relocate its machinery / thermopack etc. from the adjoining unit and shall not expand / install any machinery beyond the land mentioned in the application, failure of which shall lead to cancellation of NOC.
d) The industry shall not undertake washing of waste plastic and generate any trade effluent. |
