File Note: It is submitted that the subject cited industry is a small industry and established in May, 2005 without obtaining NOC of the Board and is presently operating without consents of the Board for manufacturing of Plastic Gitta @ 700 kg/Day by using Waste Plastic @ 700 kg/Day as raw material under orange category. Now, the industry has applied for obtaining consents for the first time under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 by availing VDS scheme started by the Board vide circular no. 454 dated 7/8/2020, which was further extended upto 31.03.2024 vide Board's office memorandum no. 324 dated 14.09.2023. The relevant part of the VDS scheme is reproduced as under: a) Under the scheme, the industries / institutes / other establishments have to deposit consent fee w.e.f 1/11/2018 or from date of commissioning of the unit (whichever is later). In case, the industry is operation before 1/11/2018, the industry shall deposit one time notional fee amounting to Rs. 10000/-. The industries having fee for the period prior to 1/11/2018 less than Rs. 5000/- can deposit fee on actual basis for this period. b) This scheme shall be valid only for those small scale industries or institutes / other establishments (having capital investment less than Rs. 10 crore), operating in designated areas and for those units, which have never obtained consent to operate of the Board and have never availed relaxation in consent fees under the earlier Voluntary Disclosure Scheme of the Board. c) Applications received through online system of the Board (OCMMS) upto 31/12/2020, shall only be considered under this scheme. In order to avail the above said VDS scheme, the industry has submitted following compliance: 1. The industry was established in the year May 2005 as per the electricity bills attached by it. 2. The industry has deposited Rs. 10000/- vide no. IOBAN24078107122 dated 18.03.2024 as the consent fee upto 01.11.2018. 3. The industry is a small scale unit and is situated industrial estate of Rajpura. 4. The industry has applied for obtaining fresh consents under VDS on 28.03.2024 ( well before 31.03.2024). Further, the industry has deposited Rs. 25200/- (Rs. 19800/- vide R. No. IOBAN24078106101dated 18.03.2024 & Rs. 5400/- vide UTR No. IOBAN24078106260 dated 18.03.2024) as water consent fee and Rs. Rs. 25200/- (19800/- vide R. No. IOBAN24078105931dated 18.03.2024 & Rs. 5400/- vide UTR No. IOBAN24078106260 dated 18.03.2024) as air consent fee. The total consent fee deposited by the industry is adequate upto 30.09.2026 against the fixed assets of Rs. 14.79 lakh as on 20.03.2024 as per CA certificate dated 20.03.2024 submitted by the industry. The industry has also deposited Rs. 1800/- vide UTR No. IOBAN24078106621 dated 18.03.2024 as NOC regularization fee, which is adequate. The industry was visited by the undersigned of this office on 09.04.2024. During visit, it was observed that: 1. The industry was in operation. 2. The site of the industry is situated in the industrial estate of Rajpura. 3. The industry has installed one no. grinder mixer and extruder in the unit for manufacturing of Gitta using by waste plastic/scraps as raw material. 4. The industry has installed water scrubber as APCD to control the process emissions generated from extruder machine, which was in operation at the time of visit. 5. No source of trade effluent from the process and the industry is discharging its domestic effluent into PSIEC sewer. The industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981. The industry is located in industrial estate, Rajpura and hence site is suitable for establishment for industry unit. In view of above, if approved, recommendations may be sent to SEE, ZO-1, Patiala for grant of fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 upto 30.09.2026 with suitable conditions as per the policy of the Board and following special conditions: (a) The industry shall not undertake washing of waste plastic and generate trade effluent. (b) The industry shall comply with PWRDA guidelines. (Competency SEE)
