Kindly find attached the detailed inspection report along with agenda note. Further observations are as under: -
It is submitted that, earlier the industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/ASR/2019/10493370 dated 15/07/2019 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/ASR/2019/10493784 dated 15/07/2018, which were valid up to 30/06/2024 for production of Batteries @50Numbers/Day with suitable terms and conditions.
Now, the industry has applied for obtaining varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of Batteries @50Numbers/Day.
Detail of the case are as under: -
1. The industry has submitted CA Certificate dated 14.03.2024 which it is gross value of fixed assets of Rs. 127.24 Lakhs as on 01/03/2024. Accordingly, it has deposited Rs. 59900/- (including Rs. 500/- as application form fee, Rs. 5400/- as NOC regularization fee) vide Reciept No. 701087487 dated 01.04.2024 as consent fee under Water Act, 1974, Rs. 54000/- vide Reciept No. 919507464 dated 01.04.2024 as consent fee under Air Act 1981., which it is adequate upto 30/06/2029 under both acts.
2. The industry has submitted an undertaking regarding increased assets of its plant and machinery and intimated that the industry has only upgraded its machinery to enhance efficiency and production capacity has not enhanced.
3. The industry has submitted compliance report of its previous consent granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
4. The industry has submitted approved site plan approved by competent person of Director of Factory Act, 1948.
5. The industry has submitted allotment letter from PSIEC, Chandigarh vide no. PSIEC/Estate/EO/619 dated 18.04.2013, for plot no. 48 of Industrial Focal Point (Old) Amritsar to the name of Sh. Jaswinder Singh & Sh. Mandeep Singh partner of the industry.
To process the consent applications, the industry was visited by officer of this office on 09/04/2024 and observed as under: -
1. The industry is engaged in the process of battery assembling.
2. The industry has installed lead oxide plant having a ball mill, which is equipped with wet scrubber.
3. The industry has provided suction hoods over the battery plate manufacturing section, charging section and cell joining section.
4. Every hood is connected with a pipe to the common stack of height 60 ft. approx. with the provisions of wet scrubber as an APCD along with adequate sampling arrangements.
5. No any effluent arises from the premises as observed at the time of visit, only domestic effluent is into sewer.
6. The industry has installed a D.G. set of capacity of 80 KVA, which is fitted with canopy
The industry falls in red category in small scale sector and competency to decide the case lies with the Senior Environmental Engineer, Zonal Office, Amritsar.
Recommendation: - In view of above, it is recommended that the varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.06.2029 with the suitable terms and condition. |
