The industry was granted consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 dated 07.01.2022, upto 31.03.2024 and under the Water (Prevention & Control of Pollution) Act, 1974 dated 09.08.2023, upto 31.03.2024 with certain conditions and special conditions mentioned therein…………………………….
Now, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS……………………………….
The industry has deposited consent fee under the Water Act, 1974, which is adequate upto 30.06.2027 and under the Air Act, 1981, which is adequate upto 31.12.2028 against the gross value of fixed assets Rs. 38.54 Cr. and plant & machinery Rs. 32.34 Cr…………………………………………..
The industry was lastly visited by AEE of RO on 03.04.2024 and it was observed as under:-
1. The industry was in operation during visit and is engaged in manufacturing of scarf’s, stalls & sweaters.
2. The industry has provided, weaving, stitching, dyeing, printing and washing processes.
3. The industry has installed 17 printing tables (manual) and 01 automatic printing machine.
4. The industry has installed 18 soft flow machines, 05 fabric dyeing jet flow, 04 jigger fabric machines, 02 dip dyeing, 57 yarn dyeing machines, 06 winch machines and 02 garment washing machines. All the machines are of varying capacities.
5. The industry has installed ETP based on biological treatment. The components of ETP are Collection tank, pH Neutralization tank, De-nitrification tank, 2 nos Biological oxidation tank, MLSS re-circulation tank, Clarifier, Sand filter, Carbon Filter, Outlet.
6. During visit, OCMMS reading was noted as follows: pH=8.12, TSS=9.3 mg/l, BOD= 4.7 mg/l, COD= 63.1 mg/l.
7. The industry is maintaining the record regarding fresh water consumption; treated effluent discharge and electricity consumption at ETP. The treated effluent is found to be discharged within consented limits.
8. Further it is informed that treated effluent sample were lastly collected by officer of the Board on 14.02.2024 and as per analysis results received from Lab, all the parameters were found to be complying with the standards prescribed for textile dyeing units as well as stringent standards (pH @ 7.8, BOD @ 8 mg/l, TDS @ 1895 mg/l, TSS @ 32 mg/l, COD @ 48 mg/l, Amonical Nitrogen @ 5.8, Phenolic Compound @ BDL, Total Chrome @ BDL, Sulphide @ BDL SAR @ 4.2, Oil & Grease @ BDL). The parameters are also found confirming the stringent standards prescribed for large scale dyeing units.
9. The industry has installed one thermopac of capacity15 lakh Kcal with dust collector as APCD, one boiler of capacity 4 TPH with dust collector as APCD and one boiler of capacity 02 TPH with cyclone as APCD has been closed .
10. The industry is using wood as fuel in thermopac as well as boilers. During visit thermopac of capacity15 lakh Kcal and boiler of capacity 4 TPH was in operation and the boiler of 2 TPH is kept as stand by. As per last analysis report of sampling done on 08.12.2023, received from Air & Water Lab, Ludhiana, the concentration of SPM- 428 mg/NM3 which is within the permissible limits of the Board.
11. The industry has installed 2 nos. DG sets of capacity 1010 KVA each, which is equipped with canopy and adequate, stack height.
12. The industry has provided online night vision CCTV cameras focusing towards the outlet of the stack as well as fuel feeding point of the boiler.
13. The industry is disposing of the fuel ash in a plot within the premises of the industry in environmentally sound manner.
As proposed by Regional Office, may, if approved:-
1. The Renewal of consent to operate under the Air Act, 1981 may be granted upto 31.03.2028 with suitable conditions as per policy of the Board.
