• The industry is a small scale orange category unit.
• The industry was granted consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 valid upto 28.08.2023 for the establishment of a new C&D waste recycling plant.
• Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for the operation of C&D waste recycling plant and detail of the same as under:-
1. The industry has deposited Rs. 21600/- vide UTR No. SBIN524067273544 dated 07.03.2024 under Air Act, 1981 and Rs. 21600/- vide UTR No. 000138829962 dated 25.08.2023 under Water Act, 1974 under Water Act, 1974 against the fixed assets of Rs. 1198.71 lacs, which are adequate upto 28.08.2024.
2. The industry has submitted site plan cum location plan approved from Municipal Corporation, Jalandhar.
3. The project proponent has also submitted the letter from STP, Jalandhar in which mentioned that the proposed site of C&D processing facility/plant is located in the designated industrial zone / area of the notified Master Plan in which establishment of such C&D plant is permissible. It is further mentioned that the total area under reference 7 acres.
4. The industry has submitted point wise compliance of the criteria for site selection for storage & processing or recycling facilities for C&D waste as mentioned in schedule-I in rule No. 7(1), which is verified during visit.
5. The industry has submitted manufacturing process, compliance report, guidelines for the C&D waste units, feasibility report, jamabandi of the land with the application.
• The industry was already visited by JEE (OS) of this office on 14.03.2024 and it was observed as under:-
1. The industry was not in operation during visit.
2. The C & D Plant was involved in Construction, remodeling, demolition of construction materials.
3. The C & D Plant has installed 3 crushers (100 TPD) with conveyer belts for recovering of different materials (concrete, soil, brick and motar). The C&D plant has installed approximately 20 overhanging water sprinkling system to control the dust emissions generated from crushers.
4. The C & D plant has provided 4 separate pits for segregation of different materials
a) Concrete,
b) Soil,
c) Brick and motar,
d) Wood, steel and plastic.
5. The C & D Plant has provided plantation alongwith boundary wall. The C&D plant has provided cemented roads inside the premises and the plant has provided cemented flooring beneath the crushers. The C&D plant has not provided covered shed for the storage of processed materials.
6. The C & D plant has provided a weighing scale for measuring weight of incoming and outgoing vehicles.
7. The C & D plant has not provided sound proofing measures for machinery provided at site.
8. The domestic effluent are going directly into sewer.
9. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.
The industry is a small scale orange category unit and competency to decide such type of case lies with Senior Environmental Engineer, Zonal office, Jalandhar.
Keeping in view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 28.08.2024 with suitable conditions and with special condition that:-
1. The industry will make adequate arrangements for reduction in noise and dust at processing site so that there is no nuisance created in its vicinity specially towards residential houses in front of the proposed across the Road.
2. The industry will install CAAQMS station at the windward and leeward directions.
3. The industry shall obtain necessary permission/ statutory clearance from the concerned Departments, if required, if any, in future its own level."
4. The industry shall comply with C & D Waste Management Rules, 2016.
