File Note: • The hospital has obtained the Auto Renewal of Authorization under Bio-Medical Waste Management Rules, 2016 for Generation, Collection, Storage of Bio-Medical Waste vide no. BMW/Renewal/BTI/2024/25034080 dated 20.03.2024 for a period upto 20.03.2028 for 105 no. bed capacity with certain conditions mentioned therein. • The hospital was granted Consents to operate under the Water Act, 1974 and Air Act, 1981 for 105 No. bed capacities vide no. CTOW/Varied/BTI/2022/17424190 dated 31.03.2022 & CTOA/Varied/BTI/2022/17424188 dated 17.01.2022 both valid upto 31.03.2024, with suitable conditions. • The HCF has deposited the fees of Rs. 30,000/- vide no. 274736079 dated 03.04.2024 under Water Act, 1974 and Rs. 30,000/- vide no. 594108435 dated 03.04.2024 under Air Act, 1981 for the bed capacity @ 105 and valid upto 31.03.2027. • As per Board's office order no. 379 dated 27.10.2023, “Precisely stated, the Ministry of Environment, Forest and Climate Change (MoEF&CC), Govt. of India, vide notification dated 19.02.2019 has made the amendment in the Schedule-I1 appended to the Bio-Medical Waste Management Rules, 2016 to the effect that Health Care Facilities having less than ten beds shall have to comply with the output discharge standard for liquid waste by 31st December, 2019. However, the Indian Medical Association (IMA), Punjab had submitted various representations from time to time and on 09.10.2023 wherein PPCB has been requested to grant consents to operate under the Water Act, 1974, the Air Act, 1981 and authorization under the Bio-Medical Waste Management Rules, 2016 to Health Care Facilities (HCFs) without installation of STP -cum-ETP by medium level hospitals due to the various reasons as mentioned in their representations. After considering the representation submitted by the IMA Punjab and examination of the matter, the Competent Authority of the Board has decided to constitute a committee of technical officers of the Board comprising of various hierarchical positions vide office order no. 378 dated 27.10.2023 to examine the matter in detail, practice adopted by the other State Boards, letters/clarifications/guidelines issued by the MoEF&Cc/CPCB et., if any and to submit the report for taking further action in the matter. In view of the above stated facts it has been decided that HCFs up to 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPS) have been installed, shall be granted consent to operate under the Water Act, 1974 and Air Act, 1981 as well as authorization by Punjab Pollution Control Board (PPCB) without installation ETPs, as an interim arrangements, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-Medical Waste Management Rules, 2016 as amended upto date and subsequent amendments if any”. • Earlier, the HCF was visited by AEE of this office on 23.02.2024 and one no. effluent sample was collected and as per the analysis report, the concentration of various parameters i.e., pH=8.3, TSS=24, TDS=660, COD=48, BOD=10, O&G=BDL and the survival of fish in 100% effluent after 96 hours is 90%, which are within the permissible limits. • The hospital was lastly visited by the AEE of this office on 06.04.2024 and it was observed as under: 1. The hospital in operation during visit with the present bed capacity of the hospital @ 105 numbers. 2. The hospital is generating bio medical waste of categories Yellow, Blue, White (Translucent), Red of the Bio Medical Waste Management Rules, 2016. 3. The hospital is segregating Bio-Medical Waste being generated by its category wise at the point of their generation as per colour coding, collected in polythene / puncture proof bags, which are placed in plastic containers. 4. The hospital is cutting catheters/tubing to avoid its reuse. 5. The hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition. 6. Non-Polychlorinated bags, were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF. 7. The hospital has made provision for treatment/ disinfection of liquid Bio waste category and sharps with 1% sodium hypochlorite solution. 8. The hospital has stored glass (broken / unbroken) in a cardboard box with blue colour marking on it. 9. The hospital has provided Final storage room for storage of bio medical waste, which is safe, pucca and with lock & key arrangement systems 10. The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF. 11. The hospital is not mixing its BMW with the municipal solid waste. • From above, it is clear that the hospital is complying with the provisions of Bio-Medical Waste Rules, 2016. • Keeping in view of above, it is, therefore, recommended that authorization under the Bio-Medical Waste Management Rules, 2016 may be granted to the HCF for 105 beds for a period upto 31.03.2027, subject to suitable conditions and special conditions that: - 1. The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board. 2. The HCF shall comply with the provisions of Bio-Medical Waste Management Rules, 2016, as well as Air Act, 1981 and Water Act, 1974.
