It is intimated the HCF is a 195 bedded hospital and was earlier granted Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2023/23573162 dated 30.10.2023, which is valid upto 31.03.2024 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2023/22869544 dated 06.08.2023, which was valid upto 15.02.2024. The HCF has also obtained authorization under Bio-Medical Waste (Management & Handling) Rules, 2016 vide no. BMW/Renewal/LDH3/2024/24701434 dated 25.01.2024, which is valid upto 31.03.2024.
Now, the HCF has applied for renewal of Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and has also applied for renewal of authorization under the Bio-Medical Waste (Management & Handling) Rules, 2016. The application was scrutinized and it was found that the HCF has submitted all the requisite documents. The HCF has also deposited authorization fees as under:
1. Rs. 10,000/- vide UTR no. 001247090874 dated 05.02.2024 under Air (Prevention & Control of Pollution) Act, 1981.
2. Rs. 10,000 vide UTR no. 001247095178 dated 05.02.2024 under Water (Prevention & Control of Pollution) Act, 1974.
3. Rs. 10,000/- vide UTR. No. 001186095531 dated 26.12.2023 under Bio Medical Waste Rules, 2016.
4. Rs. 2,500/- vide UTR. No. 001334480107 dated 29.03.2024 under Bio Medical Waste Rules, 2016.
The Consent to Operate fees submitted by the HCF is adequate upto 31.03.2025 under both acts. The authorization fees under Bio Medical Waste (Management & Handling) Rules, 2016 is also adequate upto 31.03.2025.
The site of HCF was visited by JEE this office on 06.03.2024 and it was observed that the HCF has 195 beds in its premises with OT and lab facility. The HCF has installed ETP-cum-STP for the combined treatment of its chemical liquid waste and domestic effluent. Effluent sample has been already collected by the Board on 12.10.2023 from the outlet of the ETP and as per the analysis report, all the parameters are within the permissible limits (i.e. pH-7.4, TSS-10mg/l, COD-36 mg/l, BOD-8 mg/l, Oil & Grease- BDL, Bio-Assay-100% survival of fish). The HCF has also installed 2 no. D.G. Sets of capacity 250 KVA and 380 KVA with canopies and adequate stack heights. The site of HCF falls within MC limits of Ludhiana city. The HCF has made agreement with M/s Medicare Environmental Management Pvt. Ltd., Opp. Central Jail, Tajpur Road, Ludhiana 31.03.2029. The HCF has maintained the record of water consumption as well as the manifest slips issued by CMWTF. The HCF has also provided colour coded bins for segregation of the Bio Medical Waste. The segregation was found proper. The HCF has also provided needle shredder at every generation point.
The HCF is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as Bio Medical Waste (Management & Handling) Rules, 2016.
Keeping in view of the above, it is recommended that the Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 applied by the HCF may be renewed for a period upto 31.03.2025 with suitable conditions.
