The report of the Regional office has been examined and it is submitted that the industry was given personal hearing before the Chief Environmental Engineer (P) on 07.12.2023 wherein it was also decided that the industry shall ensure to meet with the discharge standards of BOD less than 30 mg/ltr in future. In this regard, Regional Office has submitted as under:
"Analysis report given by SAI Lab, Patiala reveals that the concentration of BOD was found to be 27 mg/ltr. Also, the industry vide its letter dated 19.02.2024 has requested that the treated effluent is supposed to be discharged onto land for watering of plantation area, for which applicable discharge limit regarding BOD is 100 mg/l. Though, their ETP is designed to achieve BOD less than 30 mg/l, but, occasionally due to seasonal variation affecting micro-biological activity and loading variation, at times, the BOD levels may exceed 30 mg/l. Therefore, they have requested not to impose the BOD limit of 30 mg/l and allow them to comply by the applicable standards as prescribed by the CPCB"
In view of the recommendations of Environmental Engineer Regional Office Patiala, the following actions may be taken:
1. The request of the industry regarding not to impose the BOD limit of 30 mg/l and allow them to comply by the applicable standards as prescribed by the CPCB may be placed before the competent authority for consideration.
2. Consent to operate under the Water Act, 1974 may be granted to the industry upto 30.09.2024, subject to additional conditions that: 1. The industry has provided brick road / pucca road on all the internal roads and make arrangement to use of treated water for sprinkling / dust supersession. 2. The industry shall comply with the PWRDA guidelines for abstraction of ground water. 3. The industry shall commission its secondary clarifier immediately and inform the Board. 4. The industry shall make arrangement for recharging of roof top storm water in the 2 no. rain water harvesting pits before onset of monsoon5. The industry will carry out CSR activities in consultation with the Environmental Engineer, Regional Office, Patiala of the Board.
