File Note: It is intimated that the earlier the hospital was granted Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2020/11784122 dated 30.01.2020and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2020/11761899dated 30.01.2020, both having validity upto31.03.2024 for 48 nos. of beds subject to certain terms and conditions mentioned therein. Now, the hospital has increased its bed capacity and has applied for obtainingvaried consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for 75 nos. of bedsalong with requisite documents and fee. The hospital has deposited Rs. 50,000/- vide UTR. No. 001332391231 dated 28.03.2024 under Water Act, 1974 and Rs. 50,000/- vide UTR No. 001332389960 dated 28.03.2024 under Air Act, 1981.The total fee deposited by the hospital is adequate upto 31.03.2029 under both acts. The hospital has made an agreement with M/s Rainbow Environments Pvt. Ltd., Village Balyali, Tehsil Kharar on dated 27.03.2024 which is valid upto 25.03.2027 for 75 beds. The hospital was visited by the AEE of this office on 10.04.2024 and it was observed as under: - 1. The hospital is a 75 bedded hospital. 2. The hospital has provided a biomedical waste storage room for the storage of biomedical waste generated from the wards. 3. The hospital has installed ETP-cum-STP of capacity (15+35) KLD for the treatment of waste-water generated inside its premises and is adequate for expected discharge from 75 beds @ 23 KLD. 4. The ETP-cum-STP was in operation during the visit and the hospital has also submitted the effluent analysis report from M/s Eco Paryavaran Laboratories & Consultants Pvt. F.Coli 350 - As per analysis results all the parameters are within the prescribed limits of the Board. 5. The hospital is maintaining proper record regarding operation and treatment of effluent. 6. The hospital has submitted approved site plan from MC Zirakpur. 7. The hospital is maintaining record of disposal of biomedical waste to CBWTF operator. The hospital has provided a final biomedical waste storage room for the storage of biomedical waste generated from the wards. 8. The hospital has installed one no. D.G set of capacity 250 KVA, which is equipped with canopy and adequate stack height. The hospital has submitted compliance report of the previous granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention &Control of Pollution) Act, 1981. In view of above, it is recommended that consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.03.2029 with special conditions as under: 1. The HCF shall not increase its bed capacity beyond 75 beds, without obtaining prior permission from PPCB. 2. The HCF shall regularly operate and maintain its ETP-cum-STP and ensure that the treated sewage conforms to the effluent standards prescribed by the Board / CPCB/ Ministry of Environment and Forests & Climate Change for such discharges. 3. The HCF shall submit effluent analysis results from Board’s lab within one month. 4. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same and intimate to the Board. 5. The HCF shall ensure to comply with the effluent standards as notified and Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any. 6. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV within 1 month. 7. The HCF will maintain proper record of generation and lifting of bio-medical waste. 8. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 9. The establishment shall obtain all the statuary approvals/clearances from the concerned departments. 10. The ‘consent to operate’ is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 11. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. *Competency –Senior Environmental Engineer
