• The industry is small scale, orange category unit.
• The industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of Labels & Tags Belly Bend @ 50000 Numbers/Day and Mono Cartons @ 500 Numbers/Day by using Paper & Paper Board @ 1500 Kgs/day, Inks @ 10 Kgs/day and Gum Sheet @ 500 Kgs/day as raw material under orange category and detail of the same is as under:-
1. The industry has deposited consent fee of Rs. 96000/- vide UTR No. 000137568401 dated 18.07.2023 under Water Act, 1974 and Rs. 96000/- vide UTR No. 000137567729 dated 18.07.2023 under Air Act, 1981 against the fixed assets of Rs. 122.98 lacs, which are adequate upto 30.06.2029 including NOC regularization fee and 300% penalty
2. The industry has submitted approved building plan from competent person under Director of factories Act, Punjab.
3. The industry has submitted MOA certificate, rent agreement, GST number, certificate of incorporation with the application.
4. The industry has submitted electricity bill as per proof of date of commissioning i.e. Aug/2021.
• The industry was visited by the officer of this office on 10.04.2024 and it was observed that:-
1. The industry was in operation during visit and is engaged in the manufacturing of Labels & Tags Belly Bend and Mono Cartons by using Paper & Paper Board, Inks Gum Sheet.
2. The industry has not installed one offset printing machine with inbuilt chiller and dryer, one dye cutting machine one lamination and one paper cutting machine, drill machine in its premises.
3. The industry has installed digital printing machine at site.
4. The industry has not installed any boiler/furnace and DG set in its premises.
5. The industry has not provided any adequate arrangement for the collection of trade effluent generated from printing machine at site. As observed during visit, the industry is clamming that it was collecting and shifting trade effluent through manually and thereafter it was disposed off through solar evaporation system provided at roof top, which is not adequate as there is no such provisions for disposal of trade effluent during raining and winter season.
6. The domestic effluent is discharged into PSIEC sewer.
7. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.
The industry is a small scale orange category unit and the competency to decide such type of case lies with Senior Environmental Engineer, ZO, Jalandhar.
Keeping In view of above, it is recommended that:
1. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 applied by the industry may be refused.
2. Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2028 with suitable conditions as per policy of the Board.
