File Note: It is intimated that the industry is a small-scale red category unit. Earlier, the industry was granted "Consent to Establish"(NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide CTE/Fresh/SAS/2022/18007291 dated 31.03.2022 having validity upto 16.02.2023 for manufacturing of Formaldehyde @ 100 Metric Tonnes/Day by using Methanol @ 46 Metric Tonnes/Day, Silver Granules @ 0.12 MT/Year as raw material with subject to suitable conditions and special conditions mentioned therein. The industry has obtained Environmental Clearance vide no. EC22A021PB110755 dated 24.06.2022 for Setting up of Formaldehyde manufacturing unit with production capacity of 100 MT/day located at Khasra No. 345, Village Seehpur, H. B. No. 176, Tehsil- Derabassi, District- SAS Nagar, Punjab by M/s Feel Organic. The project/activity is covered under Category ‘A’ of item 5(f) (Synthetic organic chemicals industry (dyes & dye intermediates; bulk drugs and intermediates excluding drug formulations synthetic rubbers; basic organic chemicals, other synthetic organic chemicals and chemical intermediates)of Schedule of Environment Impact Assessment (EIA) Notification2006 (as amended) and requires appraisal at Central Level by Expert Appraisal Committee (EAC) as the proposed unit is located outside the industrial area. As per EC the total water requirement is 86 KLD of which fresh water requirement of 82 KLD will be met from the bore well. The reused water is 4 KLD. Effluent of 13.7 KLD will be generated once in three months will be stored in storage tank of capacity 15 KLD and 7.3 KLD of fresh water RO reject will be generated, both will be treated in Evaporator of capacity 10 KLD. 2 KLD of treated water from septic tank will be utilized for green area demand. 2 KLD of condensate from Evaporator will be reused in cooling water demand. The plant will be based on Zero Liquid Discharge system Thereafter, the industry was granted extension in validity of consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 vide no. CTE/Ext/SAS/2023/21065916 dated 07.03.2023 valid upto 16.02.2024 with subject to suitable conditions mentioned therein. Thereafter, the industry has obtained auto extension in the validity of consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 vide no. CTE/Renewal/SAS/2024/24892434 dated 13.02.2024 valid upto13.02.2025 with subject to suitable conditions mentioned therein. Now, the industry has applied for obtaining consent to operate under Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981for manufacturing of Formaldehyde @ 100 Metric Tonnes/Day by using Methanol @ 46 Metric Tonnes/Day as raw material along with requisite documents and fee. The industry has deposited Rs. 1,08,000/- vide UTR. No. KARBN24093695664 dated 02.04.2024 under the Water Act, 1974 and Rs. 1,08,500/- vide UTR. No. KARBN24093727713 dated 02.04.2024 under the Air Act, 1981 including application form fee and Rs. 7,600/- vide UTR. No. KARBN24093732465 dated 02.04.2024 as NOC regularization fee, against the total cost of fixed assets is Rs. 529.83 lacs on 26.03.2024. The consent fee deposited by the industry is adequate upto 31.03.2029 under both the Acts. The project proponent has submitted Change of Land Use (CLU) certificate issued by DTPvide Memo no. 973 dated 03/09/2021 regarding change the purpose of land use from Existing Industrial (Atta Chakki) to Industrial (Formal Dehyde) to M/s Feel Organic at Village Seehpur (H.B.No.176) Tehsil Derabassi, S.A.S. Nagar for area measuring 4 bigha or 0.83 acre. The industry had also submitted a copy of the classification of land use issued by the DTP, SAS Nagar vide his letter no. 267 dated 08/03/2021 to the industry, wherein it has been mentioned that the area under Khasra no. 345 in revenue estate of village Seehpur (H.B. No. 176), Tehsil Derabassi, Distt. SAS Nagar, falls under ‘General Industry Zone’. As such, the site of the industry is suitable for establishment of the unit. The industry was visited by AEE of this office on 08.04.2024 and it was observed as under: 1. The construction work of the industry is almost completed. 2. The manufacturing process involved is given as under:- First of all, methanol and water are mixed and evaporate at 65-70oC in evaporator, where methanol vapors are collected and super heated to 120oC in super heater and further introduced into the reactor in presence of silver catalyst at 660 -700oC and get the formaldehyde in vapors form. Further, the formaldehyde vapor are passed through the condenser and the condensed vapor/gases are passed through the three stage absorption which are provided with absorption column and the final column is provided with stack, on which online VOC monitor is being provided. 3. The industry has installed RO system of and RO permeate will be used in the process for manufacturing of formaldehyde and RO reject will be in cooling tower. 4. The industry has installed evaporator plant of capacity 30 KLD within the industrial premises. The condensate @ 4 KLD will be used for cooling tower make up and the rest @ 5 KLD will be utilized for irrigation of green area provided within the industry. 5. There will be generation of 2 KLD of domestic wastewater, which will be treated in a septic tank and shall be reused for green area. 6. The industry has obtained permission from PWRDA for abstraction of ground water vide no. PWRDA/10/2022/L2/476 dated 28.10.2022 for 80 KL of ground water extraction. 7. The industry is using methanol as raw material and has obtained permission from PESO (Petroleum & Explosives Safety Organisation) for storage of Class-A petroleum product @ 280 KL dated 28.07.2023, which is valid upto 31.12.2027. 8. The industry has submitted approved site plan prepared by Er. Adarsh Vir Gupta Competent Person from Director of Factories, Punjab. 9. The industry has installed one LDO/ HSD boiler of capacity 0.8 TPH equipped with stack of adequate height 10. The industry has installed one DG set of capacity 200 KVA equipped with canopy and stack of adequate height. 11. The industry is complying with the conditions of EC granted to it and has also submitted details of amount of Rs. 58.59 lacs spent on the Environment Management Plan (EMP) and Rs. 25.05 lacs spent on CER activities. The details of the same are attached. It is also clarified that the industry had proposed to install ETP of capacity 25 KLD as per NOC/CTE granted to it, however, as per EC the industry is only required to install evaporator. As such now the industry has only provided evaporator in compliance to EC conditions, which is adequate. In view of above,it is recommended that the ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.03.2029, subject to suitable conditions and following additional conditions: 1. The industry shall comply with the conditions of Environmental Clearance vide no. EC22A021PB110755 dated 24.06.2022 granted to it. 2. The industry shall maintain proper daily record of abstraction of groundwater and generation, treatment & disposal of trade effluent, at all times. 3. The industry shall ensure that the plantation area is in good conditions and proper distribution network is provided for discharge of treated effluent, at all times. 4. The entire responsibilities of treatment scheme of effluent and disposal of treated effluent, shall be of the industry. 5. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 6. The industry shall comply with the provisions of Solid Waste Management Rules, 2016. 7. The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 8. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received. 9. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 10. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry. 11. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. *Competency – Senior Environment Engineer Date of Receipt : 06.04.2024 Date of Scrutiny : 11.04.2024 Date of Deemed Approval : 30.04.2024
