File Note: It is intimated that the industry is a large scale red category textile processing unit. Earlier, the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2023/22088882 dated 31/07/2023 having validity upto 30/04/2024 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2023/22863728 dated 29.09.2023 valid upto 31.03.2024 for processing of Cotton Yarn @ 55.61 MTD and Grey Fabrics @ 54.18 MTD as raw material subject to certain conditions mentioned therein. Now, the industry has applied for obtaining renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with same capacity alongwith requisite documents and fee. As per record file, the previous consent fee deposited by the industry is adequate upto 31.03.2024. Now, the industry has deposited Rs. 14,86,800/- vide UTR No. SBINR52024022103869796 dated 21.02.2024 under Water Act, 1974 & Rs. 1,180/- vide UTR No. SBIN124053775899 dated 22.02.2024 as application form fee and Rs. 14,86,800/- vide UTR No. SBINR52024022103869347 dated 21.02.2024 under Air Act, 1981, against the total cost of fixed assets is Rs. 48146.66 lacs as on 12.01.2024. The consent fee deposited by the industry is adequate upto 30.06.2027 under both acts. The site of the industry was visited by AEE of this office on 21.03.2024 and it was observed that: 1. The industry was in operation and is engaged in dying of yarn as well as grey fabric and printing of dyed fabric. 2. The industry has submitted manufacturing process flow chart which is reproduced as under:- Greige Winding—Yarn Dyeing—Hydro & RF—Q.A—Re-Winding—Packing —Godown & Dispatch. 3. The industry has installed 04 no. tubewell in its premises for abstraction of groundwater (including for domestic colony purpose). The industry is maintaining record of readings of the flow meter. 4. The industry has installed ETP based on biological system for treatment of trade effluent as well as domestic effluent being generated from the unit. The industry has installed following new components (physic-chemical treatment) after the existing biological treatment process: Anoxy tank (02 nos.)Dozing tank 1 (Polyelectrolyte and PAC dozing)dozing tank 2 (lime dozing)clarifierfilter screw pressfinal outlet. 5. During visit, the ETP installed by the industry, including the newly installed components, was in operation. 6. The industry has also installed EMF meter at the outlet of ETP and as per the record maintained by the industry, around 1100 KLD of wastewater is being treated in the ETP. The industry is using entire quantity of treated wastewater for plantation purpose. 8. The industry has developed common plantation area in 55 acre and 45 acre area as per Karnal technology for the disposal of treated effluent from the unit and its sister concern unit i.e. M/s Nahar Industrial Enterprises Ltd. (Process House-II). 9. The industry has installed 01 power plant of capacity @ 12 MW and installed boiler of capacity @ 55 TPH and using rice husk/Bio mass as fuel and provided ESP as APCD with stack of adequate height. The said boiler was not in operation during visit and the steam was being utilized from the boiler of capacity 55 TPH provided for Process-2. 10. During visit it was observed that as per directions issued by the Board u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981, the industry has now stopped the operation of boiler of capacity 40 TPH installed in process house-1 and the same was found in non-operational condition. However, now the industry has provided wet scrubber after ESP as APCD and has requested that it may be allowed to restart the operation of 40 TPH boiler. The request regarding the same is processed separately through e-noting. 11. The industry has installed 01 thermopack @ 40 lac kcal provided dust-collector followed by venture type double stage wet scrubber as APCD alongwith stack of adequate height and proper sampling arrangement. The industry is using pet coke as fuel and same was in operation during the visit. 12. The industry has also installed 01 thermopack @ 30 lac kcal provided cyclone separator as APCD alongwith stack of adequate height and proper sampling arrangement. The industry is using rice husk as fuel. However, it was not in operation during the visit. 13. The stack emission samples were collected during the visit and the results obtained from HO, Lab Patiala which is mentioned as below:- Sr. No. Point of Sample Collection Parameters Results 1. The industry has installed automized arrangement for loading of ash in the trucks and has already installed a silo for storage of flue ash as generated from the boiler, having approx. capacity to store 200 Ton of flue ash, which is common with the boiler of capacity 55 TPH of its sister concern unit i.e. M/s Nahar Industrial Enterprises Ltd. (Process House- II). 15. The industry has provided OCEMS on its ETP and boiler and same were in operation during the visit. The industry is complying with the conditions of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 earlier granted to it. In view of above, it is recommended that the ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981, may be granted to the industry upto 31.03.2026 with subject to suitable conditions and additional conditions that: - 1. The industry shall regularly operate and maintain its ETP and ensure that the treated sewage conforms to the effluent standards prescribed by the Board / Ministry of Environment and Forests & Climate Change for such discharges. 2. The industry shall ensure that the treated wastewater conforms to the prescribed standards, at all times. 3. The industry shall keep its plantation area in good conditions at all times and shall ensure that no stagnation of wastewater happens in the plantation area, at any point of time. 4. The industry shall get the regular cleaning/maintenance of the ESP installed with the boiler of capacity 55 TPH. 5. The industry shall not operate 40 TPH pet coke based boiler without the prior permission of the Board. 6. The industry shall ensure that there is no problem related to fly ash in the area, at any point of time. 7. The industry shall ensure that due to operation of the project at the site, no nuisance for general public is created at any time and no public complaints are received. 8. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 9. The consent to operate is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 10. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. 11. The industry shall ensure compliance with provisions of the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, and or any other environment law applicable to him and rules, circulars issued by the Board from time to time.
