File Note: It is intimated that the industry is a large scale red category textile processing unit. Earlier, the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2021/14631334 dated 08.02.2021 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2023/23274138 dated 29.09.2023, both having validity upto 31.03.2024 for processing of Raw Yarn @ 5.1 MTD and Raw Fabrics @ 55000 Meters/day as a raw material subject to certain conditions mentioned therein. Now, the industry has applied for obtaining renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with same capacity alongwith requisite documents and fee. As per record file, the previous consent fee deposited by the industry is adequate upto 31.03.2024. Now, the industry has deposited Rs. 9,98,280/- vide UTR No. SBINR52024022103870618 dated 21.02.2024 under Water Act, 1974and 9,98,280/- vide UTR No. SBINR52024022103870226 dated 21.02.2024 under Air Act, 1981, against the total cost of fixed assets is Rs. 23068.64 lacs as on 12.01.2024. The consent fee deposited by the industry is adequate upto 30.06.2027 under both acts. The site of the industry was visited by AEE of this office on 21.03.2024 and it was observed that: 1. The industry was in operation and is engaged in dying of yarn as well as grey fabric and printing of dyed fabric. 2. The industry has submitted manufacturing process flow chart which is reproduced as under:- Greige Winding—Yarn Dyeing—Hydro & RF—Q.A—Re-Winding—Packing—Godown& Dispatch. 3. The industry has installed ETP of capacity 4500 KLD and the same was in operation during visit. 4. During visit, effluent sampling was carried out from outlet of ETP and results obtained from Head office Lab, Patiala, which is mentioned as below:- Sr. No. Parameters Outlet of ETP Prescribed Standards 1. pH 8.0 6.5 – 8.5 2. The industry has developed common plantation area in 55 acre and 45 acre area as per Karnal technology for the disposal of treated effluent from the unit and its sister concern unit i.e. M/s Nahar Industrial Enterprises Ltd. (Process House-I). 6. The industry has installed 01 no. power plant of capacity 12 MW and installed rice husk fired boiler of capacity 55 TPH, which is equipped with ESP as APCD alongwith stack of adequate height. 7. The industry has installed rice husk fired Thermopack of capacity 30 lac Kcal, which is equipped with trima cyclone as APCD alongwith stack of adequate height. The same was in operation during the visit. 8. The industry has also installed another pet coke fired thermopack of capacity 40 lac kcal which is equipped with multi-cyclone followed by venture type double stage wet scrubber as APCD alongwith stack of adequate height and proper sampling arrangement, which was in operation during the visit. 9. The stack emission samples were collected during the visit and results obtained from ZO, Lab Patiala, which is mentioned as below:- Sr. No. Point of Sample Collection Parameters Results 1. The industry has installed automized arrangement for loading of ash inthe trucks and has already installed a silo for storage of flue ash as generated from the boiler, having approx. capacity to store 200 Ton of flue ash, which is common with the boiler of capacity 55 TPH of its sister concern unit i.e. M/s Nahar Industrial Enterprises Ltd. (Process House-I). The industry is complying with the conditions of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 earlier granted to it. In view of above, it is recommended that the ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981, may be granted to the industry upto 31.03.2026 with subject to suitable conditions and additional conditions that: - 1. The industry shall regularly operate and maintain its ETP and ensure that the treated sewage conforms to the effluent standards prescribed by the Board / Ministry of Environment and Forests & Climate Change for such discharges. 2. The industry shall ensure that the treated wastewater conforms to the prescribed standards, at all times. 3. The industry shall keep its plantation area in good conditions at all times and shall ensure that no stagnation of wastewater happens in the plantation area, at any point of time. 4. The industry shall get the regular cleaning/maintenance of the ESP installed with the boiler of capacity 55 TPH. 5. The industry shall ensure that there is no problem related to fly ash in the area, at any point of time. 6. The industry shall ensure that due to operation of the project at the site, no nuisance for general public is created at any time and no public complaints are received. 7. The adequacy/ efficacy of the pollution control arrangements shall be the sole responsibility of the industry and the industry shall be bound to implement/ upgrade its pollution control arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 8. The consent to operate is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 9. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent. 10. The industry shall ensure compliance with provisions of the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, and or any other environment law applicable to him and rules, circulars issued by the Board from time to time.
