File Note: After perusal from Regional Office report, the industry was given personal hearing before the Chairman of the Board on 12.01.2024 for refusal of consent to operate under the Water Act,1974 in which it was decided that:- 1. Consent to operate under the Water Act,1974 may be granted to the industry upto 31.03.2024 subject to usual conditions. 2. Environmental Engineer,RO-4,Ludhiana shall visit tp carry out re-samplimg and submit report/recommendations accordingly. The untreated dyeing effluent samples from the industry was collected by RO on 29.02.2024 and per the analysis repot ph=9.5 and TDS= 6031 mg/l. The TDS is found to be beyond on higher side as per the inlet designed parameters of the CETP, which may effect its overall performance. It is observed that Regional Office has recommended the SCN for refusal of consent, as the industry is not complying with the inlet parameters. It is submitted that ETP inlet design parameters has not been notified yet and same is under process with the Board. After considering the matter, it is proposed that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted for one year with suitable conditions and additional conditions as under:- a. The industry shall not generate/discharge trade & domestic effluent more than of its shares capacity. b. The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment. c. The industry will also dismantle any other connection available for discharge of effluent either into public sewer or PDA conveyer system. d. The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR. e. The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. f. There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent. g. The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. h. The industry shall maintain the record of flow meter installed at source and at the outlet leading to CETP. i. The industry shall carry out third party audit from any reputed institute to access the actual discharge capacity of the dyeing unit in compliance with the proceedings issued by the Board vide letter no. 4387 dated 09.08.2023 to the CETP 40 MLD.
