It is intimated that the industry was earlier granted ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/SAS/2019/9642980 dated 17/04/2019 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2019/9642524 dated 17/04/2019, both having validity upto 31/03/2024 for production of Duplex Paper Board @ 240 MTD as productions, with certain conditions.
Earlier, the industry was issued for notice for revocation/ cancellation of consent to operate granted under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, alongwith an opportunity of hearing before the Chairman of the Board on 03.03.2023, wherein, it was decided as under:
1. The industry shall submit extended bank guarantee of Rs. 5.00 Lacs, as an assurance to comply with Environmental Laws as well as operating its pollution control devices regularly and efficiently in the O/o Environmental Engineer, Regional Office, SAS Nagar. The bank guarantee amounting to Rs. 5.00 Lacs to be submitted by the industry be encashed by RO, SAS Nagar and send the receipt of the same to this office.
2. The ETP installed by the industry shall maintain zero level of the weir of its clarifier and operate its regularly and efficiently so as to achieve the prescribed standards.
3. No flexible pipe will be placed near the ETP area in the future for use of any kind of purpose.
4. The industry shall provide the adequate arrangements to use the treated domestic effluent onto land for plantation after septic tank. The industry shall not lift the wastewater from the septic tank through a mobile tankers in future at any stage.
5. The industry shall ensure that there is no increase in the production capacity without the prior permission of the Board.
6. The industry shall submit the permission for abstraction of groundwater from the Central Ground Water Authority in the O/o Environmental Engineer, RO, SAS Nagar, within 7-days.
7. The Environmental Engineer, Regional Office, SAS Nagar shall visit the industry to verify the pollution control device installed by the industry, verify the statement given by the industry and send his report/ recommendations.
As per decision no. 03 of the hearing, the industry has deposited BG amounting to Rs. 5.00 lakhs bearing no. 03900ILG000223 dated 26.07.2023, which has been encashed vide R. no. 88/5464 dated 01.08.2023.
Now, the industry has applied for renewal of ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with same products along with requisite documents.
Fee details:
The project proponent has deposited consents fee of Rs. 7,20,000/- vide R no. 182701168 dated 30.03.2024 under the Water Act, 1974 (vide linked application ID no. 24895124) and Rs. 7,20,000/- vide R no. 13410971 dated 30.03.2024 under the Air Act, 1981, (vide linked application ID no. 25109684) and Rs. 72000/- vide R. No.910881206 dated 10.04.2024 as NOC regularization fee for increase in the value of assets from Rs. 88.24 cr. to Rs. 130.45 cr. The consent fee deposited by the industry is adequate for five years, i.e. upto 31.03.2029 under both the Acts.
A clarification was raised on the application of the industry to intimate the reason for this increase in value of assets. The industry has submitted its online reply, which is reproduced as under:
“This is for your kind information and we undertake that the company has invested in Fixed Capital about 42.00 crores during last five years for atomization and modernization of the paper making machine improve the quality of the products and to meet the market requirement. With this capitalization there is no increase in production capacity.
We also undertake that our production capacity is 240 MT per day.”
Visit:
The site of the industry was visited by officer of this office alongwith ASO of the Board on 13.03.2024 during quarterly monitoring of the industry and it was observed as under:
1. The industry was in operation and was engaged in the manufacturing of Duplex Paper Board by using waste paper as Raw Material.
2. The manufacturing process is Raw Material → Pulper → Decker → Screening → Refining → Chest → Former Section → Processing → Drying → Sizing → Dispatch by installing electric panel/ drives to increase the speed of paper machines. The industry has installed 3 no. pulper machines and on pulper-1, top layer material is prepared, on pulper-2, protective layer material is prepared and on pulper-3, bottom layer & filler layer material is prepared. The industry is using winder & clay to increase the whiteness of the paper. The representative informed that average production is 200-210 TPD.
3. The industry has installed one co-generation power plant of capacity 3.5 MW along with boiler of capacity 30 TPH. The industry is using pet coke as fuel in the boiler. The industry has installed ESP followed by double stage alkali scrubber as APCD with the boiler. The industry has provided pH meter with the alkali scrubber. The industry has also installed SO2 meter with the stack of boiler and reading of the same was noted as 120 ppm. The boiler as well as APCD was in operation. The stand by boiler of capacity 12 TPH was not in operation.
4. During visit, the stack emissions monitoring of boiler of capacity 30 TPH was carried out and the analysis results as obtained from Head office Lab, Patiala is tabulated as under:

From above, it is clear that the industry is complying with the prescribed standards.
5. The industry has installed an ETP consisting of equalization tank (water from machine & pulping section comes in this tank by gravity), sedicell 1 & 2 (dosing of PE & flocculant & compressed air is supplied) (100% overhead and under sludge is recycled back to pulp mill), primary clarifier (some effluent) / hill screen (remaining effluent), after hill screen water is collected in back water tank from where the water is recycled back in process (pulp mill & machine section). After primary clarifier, water is further treated in aeration tank1 & 2, secondary clarifier, pressure sand filter followed by ACF followed by treated water storage tank. From this treated water tank, the water is supplied for plantation and is also supplied in pulp mill (top coat) & machine section.
6. The industry has developed plantation area in an area of about 2 acre inside the premises of the industry and about 5 acres plantation area as per karnal technology outside the premises of the industry at a distance of about 500-700 m. the industry is required to clean the plantation area regularly so as to ensure no wild growth of grass occurs in the plantation area. The industry has installed flow meter on the water being reused back into the process and treated wastewater going for plantation purpose after ACF. As per the records checked for January, 1992.5 KLD water has been recycled back to process section and 75.54 KLD was used for plantation purpose. As per record checked for February, 1730.17 KLD water has been recycled back to process and 52.24 KLD was used for plantation purpose.
7. The ETP was in operation and the reading of the reading of OCEMS was COD-98.653, BOD-11.824, TSS-31.537, pH-7.48. The trade effluent samples from the outlet of the ETP were collected during the visit and the analysis results as obtained from Head office Lab is tabulated as under:

From above, it is clear that the industry is complying with the prescribed standards. Further, the values of MLSS and MLVSS also indicates good growth of bacteria in the aeration tank.
8. The industry is generating about 8 KLD of the domestic effluent, which is being discharged onto land for plantation after septic tank.
9. The industry has installed 2 no. borewells from where the water is extracted and collected in raw water tank before using in the process. As per records maintained by the industry, on an average, 880.25 KLD of freshwater has been abstracted in the Month of January 2024 and 740.8 KLD of freshwater has been abstracted in the month of February 2024 from both the borewells. The industry is yet to obtain final permission from PWRDA for abstraction of groundwater. The representative informed that they have already applied PWRDA and they shall get the permission within 02 months.
10. The industry is generating about 08 KLD of the domestic effluent, which is being discharged onto land for plantation after passing through the septic tank.
11. The industry is required to improve overall housekeeping of the unit.
12. The industry has also applied for obtaining authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and said application has already processed through OCMMS.
From above, it is clear that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Recommendations:
In view of above, if may approved, the ‘consent to operate’ granted under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, may be renewed upto 31.03.2029 with usual conditions & with following special conditions:
1. This letter shall remain appended with the ‘consent to operate’ granted no CTOW/Varied/SAS/2019/9642980 dated 17/04/2019 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2019/9642524 dated 17/04/2019, both having validity upto 31/03/2024.
2. The industry shall obtain final permission from PWRDA for abstraction of groundwater and shall submit the same to the board within 02 months.
3. The industry shall improve overall housekeeping of the unit and shall ensure that the same remains in good condition at all the times.
4. The industry shall keep its plantation area in good conditions at all the times and shall ensure that there is no wild growth in the plantation area.
5. The industry shall strictly ensure that the production capacity of the unit does not exceed the consented production capacity of Duplex Paper Board @ 240 MTD, at any point of time, without prior permission from PPCB.
6. The industry shall maintain proper record of consumption of fresh water, generation of trade effluent, reuse of treated wastewater and disposal of treated wastewater, at all times.
7. The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
8. The entire responsibility of treatment and disposal arrangements provided at the site, shall be of the industry.
9. The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received.
10. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
11. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
