RO has reported that the hospital has granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2020/13181217 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2020/13181335 dated 05/11/2020 under the name and style of M/s M/s Neelkanth Hospital, Fatehgarh Churian Road, near Springdale Public School, Amritsar which was valid up to 31/10/2021 with suitable conditions mentioned therein.
Now, the hospital has applied for obtaining new consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 under the name and style of M/s NYS Hospitals Pvt. Ltd. (Previously Neelkanth Hospital) FATEHGARH CHURIAN ROAD, NEAR SPRINGDALE PUBLIC SCHOOL AMRITSAR The hospital has deposited Rs. 50000/- vide UTR No. 001328511482 dated 26.03.2024 as consent fee under Water Act, 1974, Rs. 500/- vide UTR No. 001328781515 dated 26.03.2024 as application form fee, Rs. 50000/- vide UTR No. 001328767173 dated 26.03.2024 as consent fee under Air Act, 1981 and Rs. 2000/- vide UTR No 001328773803 dated 26.03.2024 as NOC regularization fee, which is adequate up to 30/06/2029. 1. The hospital has submitted CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 100 no. beds valid upto 25.02.2027. 2. The hospital has submitted completion certificate of STP of capacity 30 KLD prepared by M/s Samridhi Enviro System, Industrial Area, Mohali. 3. The hospital has submitted drawing of ETP cum STP consist of components: - Collection cum Equalization tank – Aeration Tank – Clarifier/Settler – Dual Media Sand Filter – Activated Carbon Filter – MBBR - Sludge Drying beds – Oil & Grease Tank – outlet. The hospital has submitted copy of sale deed of the hospital from its previous owner Sh. Sunil Dutt to M/s NYS Hospital Pvt. Ltd. The hospital has already submitted building plan prepared by an architect, site plan and certificate issued from the Sarpanch of Chand Avenue regarding permission for disposal of treated water into public sewer. The Hospital was visited by undersigned on 12/04/2024 and observed as under: - 1. The Hospital comprising of 100 beds and is engaged in providing medical health services. 2. The Hospital has installed ETP consist of components Collection cum Equalization tank – Aeration Tank – Clarifier/Settler – Dual Media Sand Filter – Activated Carbon Filter – MBBR - Sludge Drying beds – Oil & Grease Tank – outlet. 3. Treated water is being discharged into public sewer. 4. The HCF has provided color coded bins for segregation, collection of Bio-Medical Waste and segregation of Bio-Medical Waste was according to color codes. 5. The HCF has provided needle destroyer for shredding of needles. 6. The HCF is lifting its Bio-Medical Waste to CBMWTF and maintaining the record of the same. 7. The HCF has provided final collection room for storage of bio medical waste generated from its premises. 8. No Bio-Medical Waste found mixed with general waste. 9. The hospital has installed 2 no. D.G. set of capacity 82.5 KVA and 125 KVA, which is fitted with canopy and stack of adequate height. The hospital is having bed capacity of 100 beds and competency to decide the case lies with Senior Environmental Engineer.
RO has recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 30/06/2029 with suitable terms & conditions along with special conditions that: - 1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01month. 2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office. 3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
Keeping in view of above, it is recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 30/06/2029 with suitable terms & conditions along with special conditions that:-
1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01month.
2. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
3. The HCF shall deposit the balance amount of Environmental Compensation of Rs. 2,83,000/- and also deposit B.G. of Rs. 1.0 Lakh as an assurance to comply with the Environmental Rules within 01-month.
