The industry was granted consent to operate vide no. CTOA/Varied/FZL/2021/16896245 dated 14/10/2021 and CTOA/Renewal/FZL/2023/23171130 dated 31.08.2023, valid upto 30/09/2023 for manufacturing of Raw Rice/ Sorted Raw Rice @ 2.75 TPH with Dryer, which were further extended upto 30.09.2026 under each Act.
Now, the industry has applied for NOC expansion under the Water Act, 1974 and the Air Act, 1981 for manufacturing of steamed rice/raw rice @ 3TPH. Details of the case are as under:
1. The industry has submitted certificate from Nagar Council Jalalabaad bearing no. 517 dated 15.02.2024, wherein it has been mentioned that the site falls outside the limits of MC Jalalabaad.
2. The industry has submitted feasibility report, wherein it has proposed to install 03 no. dryers of 32 TPD each and the earlier install dryer (with bhatti type furnace)will be removed from the premises. It has further proposed to install additional one no. dehusker, replacement of old paddy separator with Japani type, 05 no. Handis. It has proposed that the existing cyclones as APCDs will be adequate to handle the particulates emissions generated from the shelling line as well from the paddy pre-cleaner section.
3. The industry has proposed to install one no. boiler of capacity 06 TPH in its premises and has proposed twin cyclone as APCD with the same to arrest fugitive emissions.
4. The industry has submitted project report, wherein it has been mentioned that after the proposed expansion the total assts will be Rs. 817.34, ( increase of 523.73 lakhs in the project and total cost of machinery after expansion will be of Rs. 316.96 lakhs). The industry has deposited Rs. PUNBC24058001647 dated 27.02.2024 as NOC expansion fee, which is adequate for a period of one year.
5. The industry has submitted compliance of the conditions of the consent earlier issued to it.
The industry has already been visited by undersigned on 28.03.2024 and it was observed as under:
• The industry was in operation for processing of raw rice.
• The industry has provided cyclone as APCD with shelling section to contain the process emissions and same was in line/ operational condition with dust emitting points connected to the APCD.
• The industry has installed cyclone as APCD with paddy cleaner of dryer section and was in line with dust emitting points connected to the APCD.
• The industry has provided stacks of adequate height with these APCDs and provision to facilitate emissions.
• The industry has provided brick paved road from main gate of the industry to the rice room/husk area for the movements of vehicles.
• The industry has provided brick wall of adequate length and 10 feet high in front of the rice husk discharge area and has also provided jalli of 5 feet height above the said brick wall in compliance to the code of practice.
• The industry has no source of trade effluent generation and the industry has provided septic tank for treatment of domestic effluent to be generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank.
• The industry lies outside the limits of Municipal Council Jalalabaad and it has not carried out any expansion in the land area.
Keeping in view, the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as code of practice prescribed for rice sheller units by the State Govt. vide order dated 15.10.2013 and further the industry has proposed expansion only in the machinery for enhanced capacity and lies outside the limits of nearest local body i.e. Jalalabaad. It is, therefore recommended that: -
• Consent to establish under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period of one year for manufacturing of steamed rice/raw rice @ 3TPH subject to the suitable conditions applicable and specific as under:
(i) The industry shall obtain prior consent to operate under the Water Act, 1974 and the Air Act, 1981 before commissioning of the industry.
(ii) The industry shall not carry out expansion in its land area without prior permission of the Board.
(iii) This consent is granted to the industry subject to the submission of analysis report of emission samples collected and analyzed by the Boards lab viz-a-viz achievement of the prescribed emission standards applicable to rice shellers and the industry shall get its emission samples of all stacks analyzed from Board’s lab within one month.
(iv) The industry will always comply with the guidelines issued, as per Deptt. of Science Technology & Environment Govt. of Punjab Order No. 10/48/2004-STE (4)/932 dated 15.10.2013 and the industry will achieve the new standards of SPM prescribed by MoEF for Rice Sheller.
(v) The industry is bound to upgrade / replace its existing APCD as and when asked by the Board.
(vi) In case the industry plans to install any DG set within its premises, it shall install acoustic enclosure on the same as per the guidelines prescribed by the board.
