The industry is large scale red category unit. The industry is covered under ‘large scale category’. Further, the industry is covered under red category i.e. 1044 (Industry or process involving metal surface treatment or process such as pickling/electroplating/paint stripping/heat treatment using cyanide bath/ phosphating or finishing and anodizing/ enamellings/ galvanizing) as per new categorization of industries circulated by the Board…………………………..
Earlier, the industry was granted Consent to Establish"(NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 dated 15/11/2022, upto 18/09/2023 for manufacture, sale and export of precision engineering products and allied engineering products @ 20 MTD by using M.S Round, Flat, ERW etc. @ 26.6 MTD as raw material and discharge of trade effluent @ 15 KLD will be treated through proposed ETP and utilized in process (for core & non-core activities), entirely and domestic effluent @ 10 KLD will be discharged into sewer of Focal Point, Ludhiana after passing through proposed septic tank and for proposed to install one shot blast machine will be provided with cyclone as APCD. The industry has proposed to install 02 DG set of capacities (1x250 KVA and 1x500 KVA) which will be provided with canopy and adequate stack height………………………………..
The industry has obtained consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 dated 20/03/2024, upto 19/03/2025 for manufacture, sale and export of precision engineering products and allied engineering products @ 20 Metric Tonnes/Day and for discharge of domestic effluent @ 10 KLD into sewer after passing through septic tank for its current manufacturing process and consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 has obtained dated 20/03/2024, upto 19/03/2025 for 02 electrically operated shot blast machines of capacity (01x18 TPD & 01x08 TPD) attached with Common pulse jet type dust collector as APCD along with common stack of height. One DG set of capacity 250 KVA equipped with canopy based on current manufacturing process………………………
Now, the industry has applied for 'Consent to establish' (NOC for expansion) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS on 08.04.2024 for manufacturing sale and export of precision engineering products and allied engineering products @ 20 TPD by using M.S. Round, Flat, ERW etc @ 26.66 as raw material by modifying its treatment methodology and final mode of disposal along with enchantment of trade effluent from 15 KLD to 24 KLD………………………..
The site of industry was visited by AEE of RO on 09.04.2024 and it was observed that
1. The proposed site is situated in Phase-8, Focal Point, Ludhiana in the existing premises of M/s Gold Star Industries. As informed by the representative, the total land and building of the M/s Gold Star Industries has been taken on lease. 13. The construction of proposed expansion has started at site and same was under progress.
2. The construction of ETP plant has yet to be started.
3. The proposed machinery is under installation and no water polluting process has been started at site.
4. It is pertinent to mention here that the industry earlier had proposed to lift its high TDS effluent to M/s JBR Technologies Limited, Ludhiana and now it has modified its treatment process by adding tertiary treatment through MVR technology and now it will be based on ZLD method.
As proposed by Regional Office, may, if approved:
1. Consent to establish (NOC) may be granted for one year with suitable conditions and with special conditions that:
a. The industry shall make arrangement for disposal of its ETP sludge and high TDS residues by making an agreement with TDSF Nimbua and shall operate authorization under the Hazardous & Other Waste (Management and Trans-boundary Movement) Rules, 2016 for the same within one month after its commissioning.
b. The industry shall submit approved building plans from the Director of Factories, Punjab, or Competent Persons approved by the Director of Factories u/s 3-A of the Factories Act, 1948.
c. The industry shall not start the manufacturing process without obtaining valid fresh Consent to operator under the Water Act, 1974 and the Air Act, 1981 from the Board.
d. The industry shall comply with the provisions of PWRDA and shall obtain permission from PWRDA for the abstraction of groundwater, as required. The industry shall not discharge any trade effluent (treated or untreated) into the sewer or in inland surface water at any time or any other unauthorized place by any unauthorized means.
e. The CTE is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing
