• Municipal Corporation, Abohar has proposed to establish a project with the name of Abha City Square consisting of 58 no. SCOs, 98 no. booths, one SDAC/Administrative Complex, one public library, one no. stadium and 13 no. public toilets in an area of 22.36 acres, located at Abohar, District Fazilka…………….
• The MC, Abohar has applied for obtaining consent to establish (NOC) under the Water Act, 1974 and the Air Act, 1981…………..
• The MC, Abohar has submitted copy of layout plan approved by the Commissioner, MC, Abohar vide drawing no. AS/01/2023 dated 30.10.2023 for an area of 22.36 acres and to be read with letter no. CTP(LG)-24/569 dated 16.02.2024………….
• In the layout plan commercial saleable area is 9.4% of the total area, consisting of 58 SCOs & 98 booths and built up area of the said commercial area i.e. 58 no. SCOs & 98 no. booths is 21313 sq. meter. Further, the non-saleable area under Stadium & District Administration Complex is 15.86% & 10.20% of the total area, however the built up area of the said projects is not mentioned in the layout plan………….
• As per the EIA notification dated 14.09.2006, the building & construction projects having built up area more than 20,000 sq. meter are covered under the purview of EIA notification dated 14.09.2006, as such the project is also covered under the purview of the EIA notification dated 14.09.2006…………….
• The visiting officer has reported that the proposed site was visited on 09.04.2023 and found that the construction of the Administration Complex was in process and the Library section has been commissioned……………...
• Also, the MC has proposed that the domestic effluent @ 28 KLD will be generated from the total project, which will be discharged into MC sewer without any treatment and no STP has been proposed…………...
• In view of above, if approved, show cause notice before refusal of 'consent to establish' (NOC) be issued to MC, Abohar along-with an opportunity of personal hearing before the Competent Authority of the Board…………….
