Sub: Proceeding of the personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 15.04.2024 w.r.t. show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 to M/s Sekhon Forgings International, E-67, Phase-IV, Focal Point, Ludhiana.

The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry is a small scale orange category unit and has applied for obtaining fresh 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along-with requisite documents through OCMMS for manufacturing of Forgings goods @ 4 TPD using raw material as Round and Flat @ 4 TPD.
The industry has been established without NOC of the Board and has not submitted point wise compliance of NOC conditions in annotated form.
The industry has not submitted detailed drawing of re-circulation system of cooling water.
The industry has installed 2 no. (1 no. oil fired heating furnace & 1 no. Gas fired heating furnace) of capacity 6 TPD each with adequate stack heights. It has also installed 1 no. electric heating furnace of capacity 6 TPD. The industry has not submitted the details of arrangements provided to control noise pollution.
The industry is not complying with the provisions under Water (prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The industry was issued show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 with hearing before the Senior Environmental Engineer of the Board on 15.04.2024.
Sh. Karamvir Singh, Proprietor of the industry attended the hearing and submitted written reply which has been taken on record. He submitted that the industry is small scale orange category unit and has applied for obtaining fresh 'consent to operate' under the Water Act, 1974 and Air Act, 1981 for manufacturing of Forgings goods. They have installed 1 no. oil fired heating furnace & 1 no. Gas fired heating furnace of capacity 6 TPD each with adequate stack heights. It has also installed 1 no. electric heating furnace of capacity 6 TPD. The industry has provided proper arrangements to control noise pollution. The industry is re-circulating cooling water and discharge only domestic effluent into sewer.
After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:-
1. The industry shall re-circulate cooling water and discharge only domestic effluent into sewer.
2. The industry shall provide stacks of adequate height with forging furnaces.
3. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be granted (as per adequacy of consent fee) to the industry.
Submitted for confirmation of decisions of the hearing and for conveying to the industry and Regional Office for compliance of above decisions, please.
