Sub: Proceeding of the personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 15.04.2024 w.r.t. show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 to M/s Leap Agri Logistics (Ludhiana) Private Limited, Village - Sahnewal, Ludhiana.

The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the project proponent has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The site of project was visited by officer of the Board on 04.04.2024 and it was reported as under:-
1. The project was not in operation as no loading or unloading of silos were being carried out during visit.
2. It has installed of 6 silos of total capacity 50,000 MT as under :- 2 Nos. (17 mts height) of capacity 7110 MT each 2 Nos. (19 mts height)of capacity 8580 MT each 2 Nos. (20 mts height)of capacity 9310 MT each
3. It has also installed pre-storage silo of capacity 500 MT capacity.
4. It has installed 1 No. Bulk loader of capacity 60 MT and 2 Nos. Bagging fillow of capacity 30 MT each.
5. It has installed 6 Truck in-taker with 6 suction hoods which equipped with Bag filters as APCD to control the dust emissions during unloading of grains. The industry has not submitted analysis report of air emission samples.
6. It has not provided sampling arrangements with its stack of APCD.
7. It has provided septic tank to treat the domestic effluent which is further connected with soakage pit. Hence, the treated domestic effluent is discharged into soakage pit.
8. It has not submitted the compliance report of conditions of previous consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The project proponent was show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 with hearing before the Senior Environmental Engineer of the Board on 15.04.2024.
Sh. M. Manivannan, Terminal Manager of the project proponent attended the hearing and submitted written reply which has been taken on record. He submitted that the industry is engaged in the process of wheat storage and has installed 1 No. Bulk loader of capacity 60 MT and 2 Nos. Bagging fillow of capacity 30 MT each. The D. G. Set exhaust pipe to be connected to at least 12 feet height stack. Bag filter (APCD) chimney sampling point will be provided for Air quality check with approach platforms Ladder within a week. The domestic effluent is discharged into soakage pit through septic tank and will develop plantation area by closing soakage pit immediately.
After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:-
1. The consent to operate applied by industry under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be refused due to above said reasons.
2. The industry shall close soakage pit immediately.
3. The industry shall develop proper plantation area for discharge of domestic effluent.
4. The industry shall provide proper sampling arrangements with stack of adequate height, within 07 days.
5. The Environmental Engineer, Regional Office shall verify submission made by industry and send further recommendations in the matter.
6. The matter be referred to the Chief Environmental Engineer Ludhiana to issued notice u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 for its closure.
Submitted for confirmation of decisions of the hearing and for conveying to the industry and Regional Office for compliance of above decisions, please.
