File Note: It is submitted that the industry has applied for obtaining fresh consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for establishment of ready mix plan for manufacturing of Ready Mix Concrete 45.0 m3/h by using raw material as Cement 20.0 T/day, Sand 75.0 T/day, Coarse Aggregates 105.0 T/day, Concrete Admixture 250.0 Kgs/day, Water 15.0 Kilo Liters/Day alongwith requisite documents. The industry has deposited Rs. 8900/- vide R. No. 123408895 dated 22.03.2024 as NOC fee. The fee deposited by the industry is adequate for one year against the proposed cost of the project Rs.344.90 lacs. The industry has submitted rent deed executed between Sh. Kuldeep Singh S/o Lakhmir Singh & Sh. Gurpreet Singh S/o Kuldeep Singh and M/s Sham Exotic Group. The sale deed is valid upto 30.11.2026. The industry has submitted partnership deed executed between: 1. Mr. Harinder Singh son of Mr. Ghansham Dass, R/o House No. 2531, Sector 35-C, Chandigarh 160022 (hereinafter referred to as the party of 'FIRST PART). 2. Mr. Gagandeep Khurana son of Mr. Amarjit Singh Khurana, aged about 33 years, resident of House No. 2521, Sector 35-C. Chandigarh 160022. (hereinafter referred to as the party of 'SECOND PART). 3. Mr. Karan Singh Oberoi son of Mr. Ominder Singh Oberoi, aged about 42 years, resident of House No. 206, Sector 16-A, Chandigarh 160 015 (hereinafter referred to as the party of 'THIRD PART). 4. The industry has submitted distance certificate issued by Sub-Divisional Magistrate, Kharar vide dated 14.03.2024, wherein, it has been mentioned that: 1. ਇਹ ਕਿ ਉਕਤ ਰਕਬਾ ਰਿਹਾਇਸ਼ੀ ਜ਼ੋਨ ਜਾਂ 15 ਪੱਕੇ ਘਰਾਂ ਤੋ 100 ਮੀਟਰ ਵਧ ਦੂਰੀ ਦੇ ਹੈ। 2. ਇਹ ਕਿ ਉਕਤ ਰਕਬਾ ਪਿੰਡ ਦੀ ਲਾਲ ਲਕੀਰ ਅਤੇ ਫਿਰਨੀ ਤੋਂ 100 ਮੀਟਰ ਦੂਰੀ ਤੇ ਹੈ। 3. ਇਹ ਕਿ ਉਕਤ ਰਕਬਾ ਨੇੜਲੇ ਐਮ ਸੀ ਦੀ ਲਿਮਟ ਤੋਂ ਤੇ ਸਥਿਤ ਹੈ 3 KM ਵੱਧ ਦੂਰੀ ਤੇ ਸਥਿਤ ਹੈ। 4. ਇਹ ਕਿ ਉਕਤ ਰਕਬਾ ਦੀ ਦੂਰੀ ਨੇੜਲੇ ਗੁਰੂਦੁਆਰਾ, ਮੰਦਰ, ਸਕੂਲ ਤੋਂ ਦੂਰੀ 100 ਮੀਟਰ ਵੱਧ ਹੈ। Accordingly, as per policy of the Board dated 30.04.2013, the proposed site of the industry is suitable for such type of units. The proposed site of the industry was visited by the undersigned on 22.03.2024. During the visit, it was observed as under: 1. No construction work has started at site. 2. No plant & machinery has reached at the site. 3. The representative was advised to provide watermeter on borewell. 4. The representative was also advised to provide plantation along boundary wall. 5. The PP informed that the RMC unit is being setup temporary for construction work of project namely “THE TIARA” to be developed by M/s Sham Exotic Group at Site No. 2, Medicity, Mullanpur, Tehsil Kharar, District SAS Nagar. In view of the above, may if approved, it is recommended that consent to establish (NOC) form pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year subject to suitable conditions and following additional conditions that: 1. This NOC is valid for manufacturing of Ready Mix Concrete 45.0 m3/h by using raw material as Cement 20.0 T/day, Sand 75.0 T/day, Coarse Aggregates 105.0 T/day, Concrete Admixture 250.0 Kgs/day, Water 15.0 KLD. 2. The NOC is granted for setting up of RMC unit on temporary basis until construction work of project namely “THE TIARA” to be developed by M/s Sham Exotic Group at Site No. 2, Medicity, Mullanpur, Tehsil Kharar, District SAS Nagar, is completed. 3. The industry shall not start any other new process within its unit which may change its category from Green to Orange/ Red, without the prior written permission of the Board. 4. The industry shall obtain permission from other concern departments, if need be. 5. The industry shall get its building plan approved from Competent Authority under Factories Act.
