The promoter company was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2021/15662867 dated 11.08.2021, valid till 31.03.2024 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2021/15661972 11.08.2021, valid till 31.03.2024 for construction of IT office buildingfor discharge of domestic effluent @ 79 KLD after STP 100 KLD, for re-use for flushing purposes/ onto land for plantation/ irrigation after proper treatment in STP with certain conditions mentioned therein.
The site of the project falls in the land area of Quark city, Plot no. A40, Phase-8B, SAS Nagar and the promoter company namely M/s Quark City India Pvt. Ltd has already been granted environmental clearance under EIA notification dated 14.09.2006.
Now, the promoter company has again applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 under red category and submitted requisite documents.
The project proponent has submitted CA certificate as on 31.03.2023 with value of fixed assets at Rs. 97.95 crores. The promoter company has deposited Rs. 5,28,000/- vide UTR No. FDRLR52024031900849753 dated 19.03.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 5,28,000/- vide UTR No. FDRLR52024031900851523 dated 19.03.2024 under Air (Prevention & Control of Pollution) Act, 1981. After deduction of NOC regularization fee, the consent fees are adequate till 31.12.2028.
The project proponent has submitted analysis report of outlet of STP and the sample was collected by M/s Eco Paryavaran Laboratories & Consultants Pvt. Ltd. on 06.02.2024 and the results are as under:
pH – 7.38, BOD – 22 mg/l , TSS – 33 mg/l, COD – 60 mg/l, TDS – 830 mg/l and O&G – 6.5 mg/l
The results are within prescribed limit of the Board.
The project proponent has submitted compliance report of the previous Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 granted to it.
The site was visited by the Officer of the Board on 12.04.2024 and during visit it was observed as under:
1) The representative informed that F-7 Tower having 13 floors is owned by M/s Shapoorji Pollanji. M/s Shapoorji Pollanji has given the work regarding management of the tower to M/s CBRE. An agreement has been executed on 03.09.2004 between M/s Quark City India Pvt. Ltd. and M/s Sunny View Estate Pvt. Ltd.
2) The site of the tower falls in the land area of Quark city, Plot no. A40, Phase-8B, SAS Nagar and the promoter company namely M/s Quark City India Pvt. Ltd has already been granted environmental clearance under EIA notification dated 14.09.2006 from MoEFCC vide no. J.12011/60/2005-IA(CIE) dated 11.04.2007.
3) The PP has installed 1 no. rain water harvesting structure within the premises.
4) The representative informed that due to COVID-19 pandemic, the staff is not coming to offices and work from home is being carried out. Effluent is being generated due to washing and cleaning of floor activities randomly.
5) The PP has earlier installed STP of capacity 100 KLD in basement which has been augmented with a new STP of 100 KLD (100 KLD + 100 KLD = 200 KLD) taking into consideration probable increase in effluent loading in future, as informed by the representative. Components of the STP are :

EMF meter has been installed at the outlet of STP and the reading of the same was 80.2 KL. The PP is maintaining record of operation of STP. The energy meter reading of the STP was 29.97 Kwh. The PP has provided Oil & Grease Trap for the waste-water generated from dry kitchen provided at each of the floors occupied from where the water is pumped to STP. No Sludge was found stored in the premises. The PP has provided sludge filter press for de-watering of sludge. As per record of STP, approx. 10-20 KLD
6) The PP has not provided Solar lights/Solar panels/Solar Water heater within the premises.
7) The representative informed that generally paper waste, plastic etc. is generated as solid waste which is disposed off to 3rd party.
8) The PP has provided 2 no. DG sets of capacity 1500 KVA with canopy and adequate stack height.
If approved, the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed till 31.03.2028 with suitable conditions.
