File Note: Earlier, the industry was granted varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 bearing no. CTOW/Renewal/HSP/2021/16517009 dated 08.11.2021 valid upto 31.03.2024 & Air (Prevention & Control of Pollution) Act, 1981 bearing no. CTOA/Renewal/HSP/2021/16516964 dated 21.10.2021 both valid upto 31.03.2024 with conditions mentioned therein for the production of ALCOHOL(RS/ENA/ETHANOL) @ 60 KLD by using raw material Molasses @ 270 MTD, Grain @ 160 MTD. Now, the industry has applied for renewal of consents to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981. The industry has deposited Rs. 264000/- vide UTR No. HDFCR52024030585368704 dated 05.03.2024 and Rs 264500/-. HDFCR52024030585374359 dated 05.03.2024. The fee deposited by the industry is adequate upto 31.03.2027 The industry has submitted latest CA Certificate, compliance of earlier granted consents under both Acts. Accordingly, the industry was visited by officers of the Board on 02.04.2024. During visit, the industry was not in operation from last July, 2023 as on 02.04.2024. The industry has provided 02 no. bio-digestors of milled steel tank out of which 01 no. is for filled of spent wash of capacity 7000 Kl. for feeding to MEE for burning into boiler and spent wash stored in the tank is approx. 60% and 2nd tank is being used as bio-digestor to treat effluent generated from evaporator condensate, gland cooling etc. before discharging into Sugar Mill ETP for final treatment. The industry has installed a MEE through which the spent wash is concentrated, so that it can be used as a fuel in the boiler. The other effluent from the different streams, such as MEE condensate, cooling tower blow down, DM water charging, glands of water pump, floor washing, distillation plant lees and boiler blow down etc. is collected in a tank for further discharge into the ETP installed in the premises of A.B. Sugar Mills. The industry has installed a recovery boiler of steam generating capacity 22TPH. The rice husk and spent wash concentrate is used as a fuel in the boiler furnace. The industry has installed ESP as an APCD to the furnace of the boiler which is further provided with adequate stack of height 45 mts. On the recommendations of M/s NEER regarding remediation of groundwater, the industry has installed 04 no. tubewells for extraction of contaminated ground water and treated in 02 no. of oxidation ponds followed by sand and carbon filters. The treated water is then supplied to the nearby fields for irrigation/ plantation. The industry is treating about 600 KLD of groundwater. The industry has installed 02 no. oxidation ponds for the treatment of underground water. The industry has provided flow meter at the outlet of oxidation ponds which was not in working condition. During visit, the industry could not produce any record for pump and treatment through oxidation pond. The house keeping near one of the oxidation pond is very poor. The waste water generated from its premises is treated through ETP installed by sister concern M/s A.B. Sugars Mills. The industry has installed OCMMS at final outlet of ETP and the same was not in operation. The industry has already obtained NOC for expansion vide no. CTE/Exp/PBIP/HSP/2023/2301945622 dated 18.02.2024 valid upto 20.12.2024 for the production of Alcohol (RS/ENA/Ethanol) with Molasses @ 60 KLD or Alcohol (RS/ENA/Ethanol) with Molasses @ 75 KLD from existing Molasses @ 270 TPD addition proposed : Grain @ 175 TPD total after expansion Molasses @ 270 TPD or Grain @ 175 TPD. During visit, it was observed that no expansion made by the industry, till date. The industry has already submitted DTP Certificate mentioning that the industry falls under Industrial Zone as per Master Plan of Dasuya. Earlier, the effluent sampling was carried out from ETP and STP installed by the sister concern M/s A.B. Sugar Mills by the officer of the Board on 29.12.2023 and as per analysis report received from ZO Lab, vide no. 133-35 dated 15.01.2024, the concentration of parameters is as under: Sr. No. Parameters Final Outlet of ETP Final Outlet of STP 1. pH 7.2 7.4 2. MLSS (mg/l) 3040 - Perusal of the above reveals that the concentration of various parameters is within the limits prescribed by the Board. The industry has not installed the expansion part of the industry and applied for renewal of the existing consents. The pump & treatment facility provided by the industry for ground water remediation is still in operation. The industry has maintained the record for the treatment of underground water. The industry has also get the groundwater sample analyzed from the Jagdamba Laboratories Pvt. Ltd. and as per latest report submitted by the industry dated 12.03.2024. The result of the water remediation -1 (Yellowish Colour Liquid) i.e. TDS @ 2284 mg/l, Iron @ 1.42 mg/l, Total Hardness @ 999.94 mg/l Calcium @ 241.44 mg/l, Total Alkalinity @ 1313.40, Niterate @ 132 mg/l. The result of the water remediation -2 (Colourless Liquid) i.e. Total Hardness @ 786.24 mg/l Niterate @ 48 mg/l. From the above, it is observed that the groundwater being treated through water remediation no. 1 is not meeting with the prescribed standards, however, in groundwater being treated through remediation -2 some of the parameters are not meeting with the prescribed standards. The industry is getting the groundwater monitored at its own level within and outside the industry from Govt. approved test house i.e. M/s Jagdamba Laboratories Pvt. Ltd., Jaipur. Further, the industry was issued directions u/s 18(1) (b) of the Water (Prevention & Control of Pollution) Act, 1974 to enlist technologies to ensure Zero Liquid Discharge (ZLD) in Molasses based Distilleries vide ZO Letter no. 579 dated 24.02.2023 with the following directions: 1) Spent sludge generated during process may be used as cattle feed, as proposed by CSIR_CSMCRI, subject to certification from concerned authority for suitability of its use as cattle feed. 2) Spent liquor left after recovery of potash and inorganic salft may be used as binder in cattle feed in the lieu of molasses, as proposed by CSIR-CSMCRI, subject to verification/ certification of suitability for its use as cattle feed from concerned authority regarding quality & sale of proposed by –products including packaging super scribed by the name of manufacturer and product quality. 3) In case the spent liquor (after recovery of potash and inorganic salts) is not used as bye-product as mentioned above. Board shall ensure that proper & adequate system for concentration and evaporation (minimum 60% solids) and incineration shall be installed for management of spent liquor left after recovery of potash & others inorganic salt, and land application of spent liquor/ spent wash shall not be considered. 4) Ensure that other wastewater stream such as spent lees, condensate, boilers/ cooling tower blow down shall be treated through CPU for reuse in the process. The industry has not submitted, the compliance of the directions issued to the industry, however, the industry is lying closed since July, 2023. It is further intimated that the lagoon of the Sugar Mill seen free from any molasses, however, the low quantity rainwater is standing in the lagoon. The bio-composting yard adjoining to the lagoon found stored with press mud of Sugar Mill and housekeeping near the area was very poor. The industry needs to make arrangements for timely disposal of the press mud. The industry is treating its wastewater in the ETP installed in its sister concern M/s A.B. Sugar Mills and the effluent from final outlet of the ETP is complying with the standards as mentioned above. The industry has submitted bank guarantee of Rs. 15.00 lacs, valid upto 24.09.2025 as an assurance to comply with the various provisions Water Act, 1974, Air Act, 1981 and EPA Act, 1986. Keeping in view of above, the show cause notice for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be issue to the industry.
