Sub: Proceeding of the personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 15.04.2024 w.r.t. show cause notice for refusal of 'Consent to Establish' (NOC) under the Water Act, 1974 and Air Act, 1981 to M/s City Centre, Maloud, Payal, Ludhiana, Ludhiana.

The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the proposed project will be a small scale orange category unit and has applied for obtaining ‘consent to establish'/ (NOC) from pollution angle for establishment of residential cum commercial project in an area of 5.42 Acre in the revenue estate of Maloud, Tehsil Payal, Ludhiana under the Water Act, 1974 and Air Act, 1981 with requisite documents.
The project proponent has not submitted any permission obtained from the MC Maloud for discharge of effluent into MC sewer.
The project proponent has not submitted any proposal for providing composting for the solid waste and disposal of the solid waste to be generated from the process.
The cost of land is not included in the CA certificate and hence the value of the capital investment is not correct and so does the NOC fee.
The proposal of the STP capacity is not in consonance with the proposed effluent generation.
The project proponent was show cause notice for refusal of 'Consent to Establish' (NOC) under the Water Act, 1974 and Air Act, 1981 with hearing before the Senior Environmental Engineer of the Board on 15.04.2024.
Sh. Ved Parkash, Owner of the project proponent attended the hearing and submitted written reply which has been taken on record. He submitted that they have applied for obtaining ‘consent to establish'/ (NOC) for establishment of residential cum commercial project in an area of 5.42 Acre in the revenue estate of Maloud, Tehsil Payal, Ludhiana. They submitted approval obtained from MC Maloudh for discharge MC sewerage vide no. 1086 dated 15.12.2023 and No objection certificate from Municipal Council Maloud vide no. 247 dated 02.04.2024. Now, they have proposed STP of capacity 100 KLD and giving revised feasibility report. They have submitted C.A certificate including capital investment of Land.
After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:-
1. The Environmental Engineer, Regional Office shall verify submission made by industry and send fresh recommendations in the matter.
Submitted for confirmation of decisions of the hearing and for conveying to the project proponent and Regional Office for compliance of above decisions, please.
