File Note: It is submitted that the subject cited rice sheller unit and was granted consent to operate under the Water Act, 1974 & the Air Act, 1981 for operation of unit to produce raw rice @ 3 TPH without dryer vide no. CTOW/Renewal/FDK/2019/9007380 & CTOA/Renewal/FDK/2019/9007368 dated 21.01.2019, both valid upto 30.09.2023 along with conditions mentioned therein. Now, the industry has applied for consent to operate under the Water Act, 1974 & the Air Act, 1981 for operation of unit to produce raw rice @ 3 TPH without dryer through OCMMS along with requisite documents and consent fee. The details of the case as under: • The industry has submitted latest CA certificate dated 29.03.2024, showing value of fixed assets of Rs. 34.1 lakhs (including plant & machinery of Rs. 29.49 lakhs) as on 31.03.2023. • The industry has deposited consent fee of Rs. 15000/- vide UTR/Ref. No. 33242033831DC dated 10.08.2023 under the Water Act, 1974 and Rs. 15000/- vide UTR/Ref. No. 33242094831DC dated 10.08.2023 under the Air Act, 1981, which is adequate upto 30.09.2027 as per Board's order dated 29.10.2018. The industry was visited by the undersigned (AEE) on 15.04.2024 and it was observed as under: 1. The industry was not in operation due to some electric fault. 2. The industry has installed 01 no. shelling line and has installed cyclone as APCD with the shelling section. Same was found in line. Adequate stack height has been provided with APCD along with sample collection facilities. 3. The industry has installed 01 no. new dryer with paddy cleaner in its premises without obtaining NOC / CTO of the Board. 4. The industry has provided brick wall of adequate length with 10' height opposite husk discharge storage area and wire mesh of 5' height has been provided above the said wall, in compliance to code of practice prescribed by the Govt. vide order dated 15.10.2013. 5. The industry has planted trees along its boundary wall. 6. The industry has provided brick paving roads within the premises. 7. The industry has discharge only domestic effluent after treatment in septic tank. As the industry has applied for Consent to operate for raw rice @ 3 TPH without dryer and has submitted its reply in response to clarification raised by this office that it shall not operate the dryer without obtaining NOC / CTO of the Board. As above, the industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by Govt. of Punjab vide notification dated 15.10.2013 for rice sheller industries. Keeping in view of above, it is recommended that Consent to operate applied by the industry for operation of unit to produce raw rice @ 3 TPH without dryer under the Water Act, 1974 & the Air Act, 1981 may be granted to the industry for a period upto 30.09.2027 with suitable conditions alongwith special condition that: 1) The industry shall not operate its dryer without obtaining Consent to Establish (NOC) / Consent to operate under the Water Act, 1974 & the Air Act, 1981 of the Board. 2) The industry shall ensure that the concentration of suspended particulate matter in the stack of air pollution control device attached with rice shelling section and paddy pre-cleaner of dryer section shall not exceed the standards laid down by the Govt. of Punjab, Department of Science, Technology & Environment vide Order dated 15/10/2013 from time to time. 3) The industry is bound to upgrade / replace its existing APCD, in case MOEF / CPCB / State Govt. / PPCB notified the revised emission standards for rice shellers / Saila plants. 4) The industry shall operate its air pollution control device regularly and in efficient manner to achieve the prescribed standards for all the times. 5) In case the industry plans to install any DG set within its premises, it shall install acoustic enclosure on the same as per the guidelines prescribed by the board. 6) The industry shall not increase its production capacity without the prior written permission/NOC of the Board. 7) The industry shall utilize the treated domestic effluent from septic tank for plantation purposes only. 8) The industry shall always comply with code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013.
