File Note: Sir, it is intimated that the service station was earlier visited by officer of the Board on 14.09.2021 and the effluent samples from the final outlet of ETP were collected and as per analysis results various parameters i.e. TSS, COD & Oil & Grease were found beyond the limits prescribed by the Board. The storage of sludge in hazardous waste room was not proper viz-a-viz poor house-keeping was observed in the hazardous waste storage room. The service station has not obtained authorization under Hazardous and other Waste Rules, 2016 of the Board till date. Accordingly, the service station was issued show cause notice for revocation of consent granted under the Water Act, 1974 & SCN for violation of provisions under HWM Rules, 2016 with hearing before CEE, Ludhiana on 06.12.2021. But no one from the service station attended the hearing and re-hearing was fixed on 06.01.2022, wherein it was decided that:- 1. Consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to the industry in the existing name be revoked. 2. The industry shall operate the ETP regularly and efficiently so as to achieve the prescribed effluent standards at all the times. 3. The industry shall store all the categories of hazardous waste in environmentally sound manner and maintain the record regarding generation/disposal of categories of hazardous waste properly. 4. Environmental Engineer, Regional Office-2, Ludhiana shall re-visit the industry to collect the effluent samples of ETP installed by the industry within 07 days and process the fresh consent/ authorization application on merits. In compliance to decisions of hearing, the service station was visited by officer of the Board on 16.12.2022 and it was observed that the service station has provided a byepass line near the ETP outlet area from where the untreated effluent from the washing section is directly discharged into sewer. Effluent sample of the untreated effluent was collected and as per analysis report, the concentration of TSS= 62 mg/l is found beyond prescribed limits. The service station has not maintained any record of operation of ETP. The service station was issued notice u/s 33-A of the Water Act, 1974 with hearing before the CEE, Ludhiana on 17.07.2023, wherein it was decided that an Environment compensation of Rs. 1.0 lacs is imposed to the industry for the damage caused to the environment. Now, RO reported that the industry has deposited Environmental Compensation of Rs. 1.5 lacs as imposed by the Board. If approved, RO may be requested to clarify as under: 1. Which EC of Rs. 1.5 lacs has been deposited by industry, whereas industry was imposed EC of Rs. 1.0 lac during hearing held on 17.07.2023. 2. The status of bypass observed during earlier visits. 3. The status of upgradation of ETP so as to achieve prescribed effleunt standards as effluent standards were beyond prescribed limits two times. 4. The status of storage of sludge in hazardous waste room viz-a-viz house-keeping as observed in the hazardous waste storage room during earlier visit. 5. The status of authorization under Hazardous and other Waste Rules, 2016 of the Board.
