It is submitted that the industry was granted consents to operate vide no. CTOW/Fresh/SGR/2023/21654664 dated 05/05/2023 and vide no. CTOA/Fresh/SGR/2023/21654658 dated 05/05/2023 under the Water Act, 1974 and the Air Act, 1981, respectively for operation of rice sheller unit to manufacture Sorted Raw rice with dryer @ 5.0 TPH, which is valid upto 30/09/2027 each, under Orange category, subject to the conditions mentioned therein.
Now, the industry has applied for obtaining consent to establish (NOC) for expansion under the Water Act, 1974 and the Air Act, 1981 for operation of rice sheller unit to produce Dry/steamed rice @ 4.0 TPH and Parboiled rice @ 1.0 TPH in its existing land and building, under orange category, with requisite documents and adequate NOC fee. The detail of which is as under:-
The industry has submitted following documents along with application: -
1. Request letter regarding expansion of unit in its existing land and building.
2. Hadud cert obtained from EO- NP, Moonak, which is attached in agenda note.
3. Demarcation of land for plantation purposes.
4. Feasibility report mentioning the mechanism to be adopted to prevent & control of water and air pollution.
5. Project report showing project cost of Rs. 300 lac. Accordingly, the project proponent has deposited Rs. 10,800/- vide Receipt No. SBIN524037677083 dated 06.02.2024, as NOC regularization fee, which is not adequate.
6. Compliance report of conditions mentioned in pervious granted CTOs in annotated form.
To verify the compliance of consent conditions earlier granted to the industry, submission of the industry and the code of practice, the industry was visited by undersigned on 21/02/2024 and it was observed as under:-
1. The industry was in operation by operating its plant & machinery for the rice sheller along with dryer to manufacture sorted raw rice with dryer.
2. No plant & machinery of proposed of saila plant has been installed in the premises, as the industry has not started any work regarding the expansion project.
3. The industry has covered all the processing sheds.
4. The industry had provided separate cyclone separator as APCD with shelling section as well as dryer section with adequate stack height to control the process emissions. All the dust emitting points are hooded and connected to the cyclone separator.
5. The industry has provided sampling arrangements with the stack of the APCD.
6. The industry had provided brick road from main gate of the industry to the rice husk area for the movements of vehicles.
7. The industry had made plantation along the boundary wall of the rice sheller.
8. The industry had provided brick wall of 10 feet height and wind screen of 5 feet height over the said wall, in front of the
discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point.
9. The industry had no source of trade effluent generation and only domestic effluent is being discharged onto land for plantation after septic tank.
As above, the industry is complying with the code of practices prescribed for such type of units.
The industry has submitted feasibility report mentioning the type of pollution to be involved in the expansion project and its proposed measurements. The relevant part of the feasibility report is as under:
Air pollution and its measurements:
a) The industry has proposed to provide multi-cyclone as APCD with proposed boiler of capacity 6.0 TPH.
b) The industry has proposed to provide separate cyclone as APCD with proposed additional 2 no's dryers of capacity 24.0 TPH, each.
Water pollution and its measurements:
a) There will trade effluent to be generated from the proposed process and accordingly, the industry has also proposed to install ETP of capacity 60±10% KLD consists of collection tank, equalization tank, aeration tank, secondary clarifier and sludge drying beds for treatment of trade effluent generated from boiler section.
b) The industry has already provided septic tank for treatment of domestic effluent generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank.
c) There will be generation of small quantity waste water in the form of boiler blow down, which will be utilized for ash quenching as well as sprinkling purposes for dust separation.
Hazardous Waste and its measurements:
a) The industry will enter into an agreement with authorized re-cycler for disposal of waste oil to be generated from the DG set of capacity 250 KVA.
Boiler Ash: The industry will dispose off its boiler ash by selling to brick kinls or for land filling purposes in low lying areas.
It is pertinent to mention here that the industry has proposed to execute the expansion project in the existing land only measuring 33 Kanal 7.5 marla for which CLU has already been obtained. The industry has also sufficient land to develop plantation area to utilize the treated trade effluent generated from the saila plant. However, no land will be added in the existing land for the installation of proposed new plant & machinery as per the request letter submitted by the industry.
Furthermore, as per the policy of the Board for expansion of the rice sheller vide no. Deptt of Science Technology & Environment Govt. of Punjab Order No.10/48/2004/STE(4)/932 dated 15.10.2013, following sitting guidelines has been laid down:
“All the Rice mills/ Saila Plants located outside the Municipal limits of towns and cities and in the designated areas within the cities established with NOC of Punjab Pollution Control Board will be allowed to expand / modernize within their existing premises if pollution load of existing unit has been effectively taken care of by the industry and no specific approval of District Town Planner will be required."
Accordingly, the industry has submitted certificate from EO, NP, Dirba vide letter nos. 111 dated dated 02.02.2024 to the effect that the site of the rice sheller falls outside the NP limits of Dirba. The copy of the same is as under:
From the above, it is clear that the industry is meeting with the specific sitting guidelines prescribed by the Board / Govt., Deptt of Science Technology & Environment Govt. of Punjab Order No.10/48/2004/STE(4)/932 dated 15/10/2013 and hence suitable for expansion of the project.
No complaint is pending against the industry. The industry was found complying with consent conditions during last visit and consents were granted thereafter.
Keeping in view of above, it is recommended that the consent to establish (NOC expansion) for installation of mechanical dryer (2 nos.) and a boiler plant of capacity 6.0 TPH may be granted to manufacture Dry/Steamed rice @ 4.0 TPH and Parboiled rice @ 1.0 TPH by using Paddy @ 7.5 TPH, with suitable conditions as per policy of the Board.
The competency for grant of consents/NOC to the rice shellers with or without dryer lies with the Environmental Engineer of the Regional Office.
