It is intimated that the industry is a small scale red category dyeing unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH3/2019/9546584 dated 09.07.2019 and under Air Act, 1981 vide no. CTOA/Renewal/LDH3/2019/9546544 dated 14.06.2019 for dyeing of yarn and fiber @ 04 TPD with trade effluent @ 125 KLD into sewer after passing through ETP & domestic effluent @ 0.5 KLD into sewer, which were expired on 30.06.2022.
Earlier, the industry was given personal hearing before the Chief Environmental Engineer, Ludhiana on 04.09.2023. During the hearing the Competent Authority of the Board was decided as under:-
1. The industry shall dismantle the steam and electric connection of the excess machinery having discharge beyond the shares which have been DEMAT. These excess machines shall be sealed by the Regional Office of the Board till the industry obtains CTE/CTO for the same.
2. The industry shall submit the following documents within 7 days:
a) The industry shall submit data regarding abstraction of ground water / fresh water supply for the last three months. It shall provide EMFs on all sources of fresh water if not provided earlier.
b) The industry shall earmark on map the location of all active / closed submersible pumps fresh water sources.
c) Details of dyeing machinery / other water consuming machinery along with specifications including production capacities specifying liquor ratio, number of lots, water consumption per lot, thus calculating the total fresh consumption (with duly authenticated).
d) Numbers of shares held by the industry (duly certified by the SP) along with NOC from PDA / SPV regarding proposed discharge into common sewer of CETP.
e) The industry shall get its shares DEMAT and submit the documentary evidence in this regard. By the time, the DEMAT process is completed, the industry shall submit a certificate from Company Secretary of the PDA for the shares that have been recommended to the ROC for DEMAT.
f) Record of discharge during the last three months as per SCADA.
g) NOC from the PDA allowing quantum of discharge into the common conveyance system of CETP of 50 MLD capacity.
3. The industry shall install EMF meter at extraction points i.e. tubewell and final out to CETP, within one month and connect the same with SCADA system.
4. It was made clear to the industry that in case it is again found operating beyond the DEMAT capacity, without prior permission of the Board, strict action may be taken which may include closure without any further notice/ opportunity of personal hearing.
5. The Environmental Engineer, Regional Office-3, Ludhiana shall seal the machinery as detailed at the decision no. 1.
In compliance of above said decisions industry was visited on 18.11.2023 and it was observed that the industry has got DEMAT all 339 shares and same were adequate to manage the quantum of discharge from installed machinery therefore no machinery is required to be sealed. The compliance status/report was sent to the Competent Authority through e-mail dated 28.11.2023.
Now, the industry has applied for varied consent to operate under Water Act, 1974 and Air Act, 1981 for dyeing of yarn and fiber @ 3650 Kgs/day with trade effluent generation @ 338.0 KLD & domestic effluent @ 1.0 KLD into conveyance system of CETP 50 MLD. The industry has deposited Rs. 36,500/- (32,400/- Water + 3600/- NOC fee + 500 Form fee) vide UTR No. N071242928000722 dated 11.03.2024 and Rs. 32,400/- vide R No. 15938340 dated 11.04.2024 under Water Act 1974 and Rs. 32,400/- vide UTR No. N071242927987221 dated 11.03.2024 & Rs. 32,400/- vide R. No. 78267928 dated 12.04.2024 under Air Act, 1981, which are adequate upto 30.06.2027 under both acts.
A) The industry has submitted the copy of letter issued by DTP, Ludhiana vide memo no. 2691/DTP(L)/ILC dated 24.11.2016 stating that the site of the industry falls in industrial zone as per Master Plan, Ludhiana (2007-2031).
B) The industry has submitted statement of DEMAT of shares of 339 KLD.
C) The industry has submitted copy of building plan with location of submersible marked on it.
D) The industry has also submitted record of effluent generated for the period of 03 months and as per the record average generation of effluent from the industry is 200 to 210 KLD.
The industry was visited by AEE of this office on 10.04.2024 and observed that:-
1. The industry was not in operation during the visit, the industry is engaged in the process of dyeing of yarns/ fabric.
2. The industry has installed 07 cabinet machines of capacities (1 X 240 kgs), (5 X120 kgs), (1 X 60 kgs) and 03 sampling machines inside the premises.
3. As per audit carried out by Guru Nanak Dev Engineering College (GNE) generation of effluent from installed machinery of the industry is 345 ≈ 339, which is within the shares obtained by the industry.
4. The industry has installed one boiler of capacity 4 TPH with twin cyclone as APCD and having stack of adequate height. Industry was using agro waste as fuel in the boiler.
5. The industry has also installed one DG sets of capacity 200 KVA with canopy and adequate height.
6. The industry has installed emf at source of fresh water extraction point i.e. one submersible.
7. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and conditions of the previously granted consents.
The industry has also obtained shares @ 339 KLD and has submitted copy of statement in this regard, hence the industry is having adequate shares to manage the quantum of discharge therefore no machinery is required to be sealed. Further all the existing dyeing machinery of the industry can be regularized and varied consent to operate can be granted to the industry.
In view of the above, it is recommended that:-
1. Varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for the period of one year dyeing of yarn and fiber @ 3650 Kgs/day with trade effluent generation @ 338.0 KLD & domestic effluent @ 1.0 KLD into conveyance system of CETP 50 MLD subject to the condition that:-
• The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.
• The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.
• The industry shall maintain the record of flow meter installed at outlet leading to CETP.
• The industry shall not generate/discharge trade & domestic effluent more than 339 KLD without obtaining prior permission of the Board.
