It submitted that as per Ministry of Micro, Small and Medium Enterprises Notification No. 1702(E) dated 01.06.2020, the industry is Medium Scale and Orange Category unit. Earlier, the industry was granted consent to operate under Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH2/2019/10583570 dated 01.08.2019 valid upto 31.03.2024 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/LDH2/2019/10583498 dated 01/08/2019 valid upto 31.03.2024 for manufacturing of Auto Parts @ 6.5 T/day using M.S Material as raw material.
Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS with requisite documents & Consent fee.
The industry was visited by the AEE of this office on 01.04.2024 and observed as under: -
1. The industry was in operation and is engaged in the process of manufacturing auto parts using M.S. Material as raw material.
2. The Manufacturing process of the industry is Raw material M.S Material Cutting Heating Forging Shot Blasting Electric Tempering/HardeningMachining on VMC/CNC Machines PackingDispatch.
3. It has installed 1 Hammer of Capacity 3 Ton (with induction heating), 1 Forging press of capacity 1300 Ton (with induction heating), 1 Shot Blast Machine, 1 Tempering Furnace (Electric), 1 Hardening Furnace (Electric), 18 VMC Machines and 17 CNC Machines and other allied machinery.
4. It has installed 01 shot blast machine equipped with bag filters house as APCD.
5. The industry has installed D.G. Set of Capacity 500 KVA and 62 KVA with canopies and adequate stack heights.
6. There is no source of trade effluent.
7. It has installed STP to treat the domestic effluent and treated domestic effluent is discharged onto land for gardening/plantation. It has provided water meter at the outlet of STP and reading of the same was 4688 KL.
8. During visit STP was in operation and sample of treated domestic effluent was collected and sent to Zonal Lab., Ludhiana for analysis. As per analysis report the concentration of various such as pH= 8.2, TSS= 69 (mg/l), TDS= 778 (mg/l), COD= 152 (mg/l), BOD=26 (mg/l), O& G 4.6 (mg/l) which are within the limits prescribed by the Board.
9. The industry has obtained CLU from STP, Ludhiana vide memo no. 1963 dated 27.05.2016 & 3418 dated 15.05.2017 which mentions the site of the industry falls in industrial land use zone as per Master Plan, Ludhiana (2007-2031).
10. The industry has already been submitted the approved building plan from Competent Person duly authorized by Director of Factories, Punjab.
11. The industry has deposited Rs. 156900/- vide R.No. 68866750 dated 24.02.2024 (Rs. 108000/-as Water Consent Fee + Rs. 34000/- as NOC Regularization Fee + Rs. 14400/- as Balance Fee + Rs. 500/- Application Form) + Rs. 36000/- vide R.No. 782130748 dated 29.03.2024 + Rs. 16,500/- vide R.No. 849126054 dated 10.04.2024 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 122400/- vide R.No. 889261403 dated 24.02.2024 (Rs. 108000/- as Air Consent Fee + Rs. 14400/- as Balance Fee) + Rs. 36000/- vide R.No. 494385366 dated 29.03.2024 + Rs. 2,400/- vide R.No. 29537685 dated 10.04.2024 under the Air (prevention & Control of Pollution) Act, 1981, which is adequate upto 31.03.2029.
12. That Previously the value of Plant and Machinery was Rs. 704.12 Lacs as on 31.05.2019 and now the value of Plant and Machinery is Rs. 1974.80 Lacs as on 31.12.2023. Hence, the industry has made an expansion in Plant & Machinery @ Rs. 1270.68 Lacs. As per list submitted by the industry it has installed CNC/VMC machines and other non-polluting machinery during the period 1.5.2019 to 31.12.2023 (copy attached on 10.04.2024 as 3rd attachment in Note history).
13. The industry is complying with the provisions under Water (prevention & Control of Pollution) Act, 1974 and Air (prevention & Control of Pollution) Act, 1981.
Keeping in view of the above, it is recommended that consent to operate under Water (Prevention and Control of Pollution) Act, 1974 may be granted upto 30.09.2028.
