File Note: It is submitted that the project proponent has applied for obtaining fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 under orange category under orange category i.e.3079- Building and construction projects, having built-up area upto 20,000 m2 and waste water generation in the name and style of M/s Chima Logisitcs Village Rajgarh Tehsil Rajpura Distt Patiala. The establishment has submitted that the project is established in an Area of 7.30 Acres (CLU attached) for which CLU for standalone Fright Complex is issued vide memo no. 476 dated 14.02.2019 in the revenue estate of Village Rajgarh, Tehsil Rajpura, Distt. Patiala (H.B.No. 147). As per the CLU, the site is falls in Agricultural Land use zone of statutory Master Plan of Rajpura and as per the zoning regulation of Master Plan, Rajpura, this activity is permissible in this land use zone. Moreover, the PP has also submitted a copy of revenue report signed Tehsildar Rajpura dated 30.01.2024 (copy attached). As per which no residential area, MC limit and Village Phirni / Lal lakir falls within 100 mtr radius of the site. Hence, the site is suitable. The establishment has total built up area 16006.17 sqm and hence is not covered under EIA Notification dated 14.09.2006. The project proponent has deposited Rs. 140400/- (59400/- water consent fee with penalty of Rs. 43200/- penalty fee, Rs. 10800/- as NOC regularization fee & Rs. 500/- as application form fee) vide online receipt no. N360232800472009 dated 26.12.2023 (balance fee of Rs. 26500/-) and Rs. 76100/- (59400/- vide online receipt no. POD000203772 dated 17.10.2023 as air consent fee & Rs. 16700/- vide online receipt no. POD000203772 dated 17.10.2023, Rs. 26500/- vide online receipt no. N360232800472009 dated 26.12.2023 as penalty fee) against the fixed assets of Rs. 908.44 lakh as on 31.03.2023 as per CA certificate dated 05.12.2023 submitted by the project proponent, which is adequate upto 31.01.2026 (date of commissioning July, 2020 as per electricity bills submitted by the project proponent). Accordingly, the unit was visited by the AEE of this office on 12.04.2024 and it was observed as under: 1. The establishment is a warehouse project and was found in operation. 2. The establishment has installed septic tank for treatment of its entire wastewater. 3. The treated effluent is being discharged onto land for plantation after passing through septic tank. 4. The source of water supply is the own submersible pump. 5. The establishment has not provided any DG set. Therefore the establishment is complying with the provisions of Water Act, 1974 and the Air Act, 1981. In view of the above mentioned facts, it is recommended that fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air Act, 1981 may be granted upto 31.12.2025 for discharge of domestic effluent @ 0.96 KLD onto land for plantation/irrigation with suitable conditions and following special conditions: . i. The promoter shall not generate and discharge any kind of trade effluent and shall discharge only domestic effluent onto land for plantation. ii. The project proponent shall not dispose off its wastewater into any borewell / nallah / choe or any unauthorized mode of disposal at any time. iii. The promoter shall not import or store any kind of hazardous waste. iv. The promoter shall not allow any washing or servicing activity of commercial vehicles in the premises of the warehouse. v. The project proponent shall not undertake any industrial or manufacturing activity within the premises, except storage of goods. Competency: EE, RO, Patiala
