The industry is a small scale green category unit and was granted consent to operate under Air Act, 1981 vide no CTOA/Renew/LDH3/2021/16915594 dated 26.10.2021 for the production BOPP @ 1.2 T/day and LD Tubes @ 0.06 T/day by using BOPP Plastic Film @ 1.2 T/day and LLDP Plastic Tubing @ 0.6 T/day as raw material, which is valid upto 31.12.2026………………
Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for the production of BOPP @ 1.2 T/day, LD Tubes @ 0.06 T/day and Compostable Garment Packaging Bags @ 14 MT/year by using BOPP Plastic Film @ 1.2 T/day, LLDP Plastic Tubing @ 0.6 T/day and Corn Starch Compound @ 15 MT/year as raw material……….
The industry had already deposited consent fee, which is adequate upto 31.03.2027………….
The industry has submitted certificate issued by DTP Ludhiana letter vide no. 962 DTP (L)/M2A dated 29.05.2020 stating that the site of the industry falls under industrial zone as per Master Plan, Ludhiana. The industry has already submitted approved building plan approved by the Directory of Factory, Punjab………………….
Now the industry has proposed to manufacture Compostable Garment Packaging Bags @ 14 MT/year, the machinery required to manufacture compostable bags is same as already available in the industry.……………………….
The industry was visited by AEE of RO on 18.03.2024 and observed that:-
1. The industry was in operation during visit & engaged in manufacturing of industrial packing bags with fresh granules as raw material.
2. The unit has installed 7 plastic industrial packing bags making machines.
3. The industry has installed DG set of capacity @ 82.5 KVA equipped with canopy and adequate stack height.
4. The industry has purposed to manufacture of BOPP @ 1.2 T/day, LD Tubes@ 0.06 T/day and Compostable Garment Packaging Bags @ 14 MT/year by using BOPP Plastic Film @ 1.2 T/day, LLDP Plastic Tubing @ 0.6 T/day and Corn Starch Compound @ 15 MT/year as raw material.
5. The industry is complying with the conditions of consent granted earlier under Air Act, 1981 and SOPs framed for plastic industries. Further, the industry is not manufacturing any item falling under the single use plastic ban.
Regional Office reported that Certificate from CPCB for manufacturing of Compostable & Biodegradable Bags/Sheets is pre-requisite for grant of consent to operate under from the Board but in case of an another industry namely M/s Shri Ganesh Plastic, Plot No. 10, Ground Floor, Majitha Road, Bal Kalan, Amritsar, CPCB has returned the application with directions to the industry to obtain prior consent to operate under Air Act, 1981 and Water Act, 1974 from concerned State Pollution Control Board. Thereafter the industry has applied for obtaining consent to operate of the Board without certification of CPCB and the application of the industry was considered with the special condition that the industry shall not manufacture and sell commercially any compostable item without first getting registration from CPCB.
As proposed by Regional Office, if approved
1. Varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 maybe granted to the industry for a period of six month with the special conditions that:-
a. The industry shall not start commercial production/sale of compostable bags before obtaining registration from the CPCB.
b. The industry shall not manufacture carry bags and SUP items.
