Kindly find attached the detailed inspection report along with agenda note. Further observations are as under:-
The project is a Gold Assaying and Hallmarking unit and has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Gold Assaying and Hallmarking @ 40 Numbers/Day by using Nitric Acid (As per requirement) as raw material. The unit has submitted latest CA certificate, site plan/location plan, lease deed, manufacturing process, assaying room layout, plan showing the location of scrubber/APCD, drawing of scrubber/APCD and undertaking reg proprietorship etc.
The unit was visited by officer of this office on 16/04/2024 and observed as under:-
1. The unit is a Gold Hallmarking center.
2. The unit has installed 03 no. small muffle furnace and 01 no. Hot Plate in an enclosure.
3. As per guidelines made by CPCB the unit has provided water scrubbing system with water circulation pump and same was attached with Hot Plate Chamber and muffle furnace. The system has provided to control fumes being generated/to be generated from cupellation process.
4. The unit has not installed any DG set inside its premises.
It is further intimated that the unit is complying with the conditions of consents granted earlier under Water Act, 1974 and Air Act, 1981. The unit falls in Orange category in the small-scale sector and competency to decide the case lies with The Senior Environmental Engineer of the Board.
Keeping in view of above, it is recommended that:-
The consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the unit up to 30/09/2028 with suitable terms & conditions along with special conditions as under:-
1. The unit shall submit the emission analysis report from Board's Lab within 02 months from the issuance of the consent.
2. The unit shall not generate any effluent from its premises.
3. The unit shall submit the Building plan approved by the competent person from the Deputy Director of Factories, Punjab.
4. The unit shall submit complete dimensional along with adequacy certificate of the Wet scrubber installed in the premises. |
