It is intimated that the subject cited brick kiln has applied for fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974. The brick kiln owner has stated that they have purchased an existing brick kiln and has modified the kiln from conventional brick kiln to hi-draft brick kiln with zig zag technology.
The brick kiln has deposited Rs. 32,400/- vide UTR No. N080242943753292 dated 20/03/2024 as consent fee under Air (Prevention & Control of Pollution) Act, 1981 (including Rs. 500/- as application form fee) and Rs. 34,800/- vide UTR No. N080242943765806 dated 20/03/2024 as consent fee under Water (Prevention & Control of Pollution) Act, 1974 (including Rs. 2900/- as NOC regularization fee) to make fee adequate up to 30/09/2034 under both Acts against the fixed assets of the industry below 50 Lakhs.
The project proponent has submitted a report issued by Naib Tehsildar, Tarsikka issued on 18/03/2024 that:-
1. The site does not fall under any Municipal Corporation / M.C. limits of Class-A City & Towns / M.C. limits of other City & Town.
2. The site does not fall near any National Highway.
3. The site does not fall near any State Highway / Scheduled Road.
4. The site falls more than 300 meters away from residential area.
5. The site does not fall within 500 meters from the village Lal Dora/Phirni, Wild Life Sanctuary, Zoo etc.
6. The site does not fall within 800 meters (0.8 KM) from any fruit orchards.
7. The site falls more than 1000 meters (01 KM) away from an existing brick kiln.
The project proponent has submitted CA Certificate, Land Documents, Lease Deed, Partnership Deed, Location Plan and Certificate issued by District Food & Supply Controller, Amritsar regarding closure of the brick kiln from 01/04/2019 to 31/07/2023.
The Brick Kiln has submitted the copy of Design adequacy cum Completion certificate issued by Central Building Research Institute, Roorkee vide dated 06/12/2023, mentioning that the subject cited brick kiln has constructed hi-draft brick kiln with zig-zag technology, rectangular in design as per CSIR-CBRI design. The Brick Kiln has also submitted the copy of dimensional drawing/plan & section of Kiln showing the length of Central Island of brick kiln less than 245 ft.
The subject cited brick kiln was visited by AEE on 16/04/2024 and observed as under:-
1) The brick kiln was not in operation at the time of visit.
2) The brick kiln has been converted into Induced draft technology with zig-zag settings.
3) The passage around the vessel was stabilized with Brick Bats & Keri etc.
4) The approach road to the Brick Kiln is pre-mix carpeted.
5) The brick kiln has provided adequate stack fitted with induced draft fan.
6) No un-authorized fuel found stored in the premises of the brick kiln at the time of visit.
7) The BKO has planted trees along the boundary of the kiln. However, it was guided to plant more saplings in coming season.
Keeping in view of the above, if approved it is recommended that varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and fresh consent to operate Water (Prevention & Control of Pollution) Act, 1974 may be granted to the brick kiln for a period up to 30.09.2033 with the conditions as under:-
1. The brick kiln shall use 20% paddy straw pallet by replacing coal as per office order issued by the Board.
2. The consent is subject to the orders passed by the Hon’ble High Court for the state of Punjab & Haryana/Hon’ble National Green Tribunal or other judiciary authority in the cases pending or being filed with regard to the subject matter of the office order.
3. The consent is subject to the performance evaluation of new technology adopted by the brick kiln.
4. The brick kiln will plant adequate trees around the boundary of the Brick Kiln. |
