Recommendations :
It is submitted that the project proponent has proposed to establish a small scale industrial unit for processing of pulses in land measuring 04 kanal located in the revenue estate of village Janal-Dhandoli Khurd link road, Tehsil Dirba, Distt. Sangrur.
Accordingly, it has applied for obtaining NOC of the Board under the Water Act, 1974 and the Air Act, 1981 for manufacturing pulses @8 TPD under green category.
The project includes Manufacturing Of Moong Dal . The Raw material i.e. Pulses will be sorted through sortex machine, then same will be put in elevator which will be leading to grinding machine followed by gravity machine, then dryer and again sortex. The industry shall install cyclone seperator which will collect the dust particles in the bag which will be attached at the bottom.
The industry has provided following documents alongwith application: -
1. Tehsildar Report mentioning the distance from various parameters.
2. Land registry
3. Project report mentioning the proposed cost of project including fixed assets.
4. Partnership deed
5. Change of land use certificate
6. The above said documents has been verified and was found in order.
The industry has also deposited Rs. 6400/- as NOC regluarization fee under the Water Act, 1974 and the Air Act, 1981, which is adequate.
To check the submissions made by the project proponent, the proposed site of the industry was visited by the undersigned on 18.04.2024 and it was observed as under: -
1. The proposed site is located on Janal-Dhandoli Khurd link road, Tehsil Dirba, Distt. Sangrur.
2. The industry has already started the construction work of boundary wall.
3. The project proponent has obtained DTP Sangrur letter vide no. 279 dated 22.02.2024 wherein it has been mentioned that the site fall from the Janal Dhadoli Khurd link road having khasra no. 18/1/1 min (4-0), total area 4 kanal. There is no MC/ NP limit, Village lal lakir/firni fall between the 100 m radius of the proposed site. The site falls in the LPA, Dirba and the master plan is yet to be prepared.
4. The proposed of the industry is located at a distance of more than 100 mts. from the Lal Lakir of any Village as reported by Tehsildar Dirba. No 15 pucca houses are existing within the radius of 100 mts from the proposed site of the industry. The proposed site of the industry falls outside at a distance of more than 100 m from nearby Nagar Council/MC limit.
5. The industry is propposed will not generate any trade effluent and domestic effluent generated from the premises of the industry is proposed to discharge it onto land for plantation after passing through septic tank.
The proposed mechanism to control the air emission and for disposal of waste water in scientific manner by the industry is found adequate.
From the reports of DTP Sangrur & Tehsildar, Diba and the findings observed during the visit, it is clear that the industry is meeting with the general sitting sitting guidelines prescribed by the Board for such type of industries. Thus, the site is suitable for establishment of feed mill.
The competency for grant of NOC for such plants lies with the Environmental Engineer of concerned Regional office.
Keeping in the view of above, it recommended that consent to establish (NOC) the for manufacturing of Pulses @ 8 T/day under green category may be granted to the industry subject to certain conditions mentioned therein.
