It is intimated that the industry M/s Sadan Hosiery Private Ltd is a small scale red category dyeing unit and was granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH3/2023/21779318 dated 27.12.2023 and Air Act, 1981 vide no. CTOA/Renewal/LDH3/2023/21681887 dated 27.12.2023 for the production of Polyester @ 3750 Kgs/day and Cotton/Cotton Blended Fabrics @ 9 Metric tons/day with the disposal of trade effluent @ 650.0 KLD and domestic effluent @ 4.0 KLD into CETP, which are adequate upto 26.12.2024 and 31.03.2025, respectively.
The industry had obtained shares from the SPV, BKTKA to discharge its trade effluent @ 650 KLD into CETP 15 MLD.
The industry has submitted copy of CLU from ATP, Municipal Corporation, Ludhiana vide no. 21/ATP/A/D dated 15.04.2024 mentioning that the site of the industry falls in Industrial Zone as per Master Plan Ludhiana.
Now, the industry has applied for NOC for expansion in the existing premises under the provisions of the Water(Prevention & Control of Pollution) Act, 1974 and Air(Prevention & Control of Pollution) Act, 1981 for production of Polyester @ 3750 (Existing) + 1150 (Proposed) = 4900 kgs/day and cotton/cotton blended fabric @ 9000 (Existing) + 2700 (Proposed) = 11700 kgs/day with discharge of trade effluent @ 846 KLD and domestic effluent @ 4.0 KLD into CETP-15 MLD. The industry has deposited Rs. 21,600/- vide UTR no. SBIN424096775810 dated 05.04.2024 as NOC fee, which is adequate for the period of one year.
The industry had already submitted all necessary documents required for obtaining consent to operate while obtaining previous consent to operate i.e. undertaking regarding single outlet, installation of emf at source of fresh water as well as final outlet leading to CETP, location plan etc.
The industry is a private limited firm and it has submitted an amended directorship document now there are 04 directors of the firm (copy enclosed). The newly added director is Sh. Rajnish Gupta. Mr. Rajnish Gupta was earlier Director of a firm M/s Shri Balaji Finishing Mills Pvt. Ltd., Dyeing Complex, Bahadurke Road, Ludhiana, which was granted "Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2023/21680780 dated 21.09.2023 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2023/21680662 dated 12.09.2023 for the production of polyester dyeing @ 10.5 metric tonnes/day, finishing of dyed polyester cloth (tubler) @ 04 metric tonnes/day, finishing of dyed polyester cloth (compactor) @ 04 metric tonnes/day and finishing of dyed polyester cloth (raising) @ 2.5 metric tonnes/day with disposal of trade effluent @ 1400.0 KLD and domestic effluent @ 3.0 KLD into the sewer leading to CETP, which are valid upto 31.03.2028 and 30.06.2028, respectively. Now Mr. Rajnish Gupta has proposed to utilize its 200 shares out of 1400 shares of its previous firm M/s Shri Balaji Finishing Mills Pvt. Ltd., Dyeing Complex, Bahadurke Road, Ludhiana into M/s Sadan Hosiery Private Ltd.
The industry has also submitted NOC from SPV regarding utilization of shares @ 200 KLD out of total 1400 KLD shares of M/s Shri Balaji Finishing Mills Pvt. Ltd. by M/s Sadan Hosiery Private Ltd. due to their partnership.
The industry has proposed to install 01 rotary screen printing and 01 continuous washing machine inside the premises.
The industry has also submitted document regarding DEMAT of combined shares 850 KLD.
The industry was visited by officer of this office on 16.04.2024 and observed as under:
1. The industry was in operation and engaged in the process of dyeing of fabrics.
2. The industry has installed 09 soft flow machines of capacity (1000KgX1), (750KgX1), (600KgX4), (400KgX2) and (250KgX1) inside the premises. In addition to the dyeing machinery the industry has also installed printing and washing machines inside the premises.
3. The entire trade effluent as well as domestic effluent was being discharged into dedicated sewer system leading to CETP 15 MLD after collecting in into a collection tank.
4. The industry has installed a digital flow meter at the final outlet leading to CETP. The industry has installed SCADA system and the SCADA system of the subject cited industry was found connected with CETP server during visit.
5. The industry has installed one boiler of capacity 05 TPH and one thermopak of capacity 200000 Kcal/hour with common stack of adequate height inside the premises, separate cyclones followed by wet scrubbers were installed with boiler and thermopak. The industry is using pet coke as fuel for boiler as well as thermopak and it is complying with the code of practice framed for using pet coke as fuel.
6. The industry has installed 01 DG set of capacity 400 KVA fitted with canopy.
7. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The record from SCADA system of CETP was checked and as per record generation of effluent from M/s by M/s Sadan Hosiery Private Ltd. during the period of Jan, Feb and March 2024 is 531, 552 & 495 respectively.
Similarly generation of effluent from M/s Shri Balaji Finishing Mills Pvt. Ltd. during the period of Jan, Feb and March 2024 is 600, 705 & 673 respectively, which is much below than 1200 KLD, hence the 200 shares of unit from total 1400 shares can be utilized in M/s Sadan Hosiery.
As the site of the industry is situated in industrial zone as per the notified master plan and is having adequate shares @ 850 KLD to manage the quantum of effluent to be generated from the process, the NOC for expansion can be granted to the firm.
In view of above, it is recommended that:-
1. M/s Shri Balaji Finishing Mills Pvt. Ltd., Dyeing Complex, Bahadurke Road, Ludhiana may be asked to apply for varied consent to operate for reduced generation of effluent as per 1200 shares before the commissioning of proposed machinery of M/s Sadan Hosiery Private Ltd.
2. NOC for expansion in the existing premises may be granted to M/s Sadan Hosiery Private Ltd. for the period of one year with suitable conditions and special condition that the industry shall not commission the proposed machinery without getting varied consent to operate from the Board.
